Stresses the lack of resources at SMEs’ disposal to fight breaches of IPR affecting them on third markets; calls for concrete initiatives on the part of the EU to improve the protection of SMEs’ intellectual property rights in these third countries, such as has been achieved with the SME IPR helpdesk in China; observes that this model of helpdesk is currently being extended, in a pilot initiative, to a selection of ASEAN and South America countries; stresses the need to conduct a proper evaluation of existing helpdesks, with a view to optimising the functioning of the model before extending it further; urges the Commission, once lessons have been drawn from this assessment, to adopt similar helpdesks in priority markets where IPR is an important issue; urges the Commission and the Member States to step up customs cooperation in the EU and with third countries on the seizure of counterfeit goods, and to simplify customs procedures;

19. Stresses that Article 12(2)(d)(ii) of Regulation (EC) No 1905/2006 calls for the promotion of the Decent Work Agenda as a universal objective, to be achieved, inter alia, through global and other multilateral initiatives to implement internationally agreed ILO Core Labour Standards, the assessment of the trade impact on decent work and sustained and adequate mechanisms for the fair financing and effective functioning and wider coverage of social protection systems; emphasises that Article 5(2)(c) of Regulation (EC) No 1905/2006 refers to decent work as a focus area; calls on the Commission to use those provisions actively in its development policy; further calls on the Commission to report systematically on its efforts to promote decent work in its annual report on its development policy and implementation of external assistance;

Welcomes the European Parliament's contribution to the preparation of the Commission Work Programme and the Commission's efforts to continue improving the content of the annual programme; requests, nevertheless, that the Commission be more ambitious, coherent and precise in its strategy to tackle the European challenges; calls on the Commission, in particular, to better explain the distinction introduced this year between the 21 'strategic initiatives' and the 60 'priority initiatives';

agrees on the necessity to regularly update the selected information topics and the underpinning communication strategies in line with the information needs of citizens as identified, inter alia, in opinion polls and surveys; underlines, in the context of the “Future of Europe” priority topic, the need for Member States and Institutions to deploy major efforts to ensure that European citizens are well-informed about the future Treaty establishing a Constitution for Europe; invites Member States and the Commission to implement special communication actions aimed at addressing the information needs of all schools students; considers that the objectives and content of campaigns on ”Enlargement” should be redefined and adapted in the light of the accession of the ten new Member States; stresses the need to put greater emphasis on the ”Area of Freedom, Security and Justice” by increasing budgetary allocations and by undertaking joint information initiatives on aspects of particular relevance to citizens like the fight against crime and terrorism; attaches great importance to the “Role of Europe in the World”, including the need to inform citizens on ESDP, especially in connection with the missions being carried out under that policy; calls for interested Member States and Institutions to consider co-ordinated activities in this regard in the forthcoming years; urges strongly that budgetary allocations and personnel resources for priority topics under the PRINCE programme should be consistent with the communication challenges ahead, at both institutional and local level; underlines the need to facilitate effective co-operation between Member States and the Commission's Representations in the Member States; recommends the future regrouping of the PRINCE budget in a single budget line in order to make the best use of available funds; shares the Commission's view that PRINCE should continue to be based on partnership between Commission and Member States; consider ...

Dans cette optique, la Commission propose un ensemble de mesures dans le cadre d'une stratégie du développement pour les PME et elle invite les États membres et l'UE à mettre en ÷uvre les politiques et initiatives prioritaires suivantes, qui devraient également être à la base du prochain programme pluriannuel 1997-2000 en faveur des PME et de l'artisanat.
With this in mind, the Commission proposes a policy mix in the context of a development strategy in favour of SMEs and suggests that the following priority policies and measures should be undertaken by member States and the EU. They also should form the basis of the next multiannual programme for SMEs and the craft sector for the period 1997-2000.

That co-ordination must cover all stages of development, from the feasibility study to the operational stage of communication and information exchange systems between administrations; 9. encourage and facilitate communication and good co-operation between all parties involved in setting up and operating communication and information exchange systems used to assist in pursuing the objectives and implementing the policies of the European Community: 9a.regularly monitor the implementation of the actions referred to in points 8 and 9 above, paying particular attention to the assessment, verification and evaluation of the return on the resources committed; 10. propose provisions for the protection of individuals with regard to the processing of personal data so as to maintain public confidence; CALLS ON THE OTHER INSTITUTIONS, BODIES AND AGENCIES OF THE COMMUNITY TO: 11. where appropriate, participate in and contribute to measures undertaken in the context of the co-ordinated introduction of communication and information exchange systems between administrations; CALLS ON THE COMMISSION TO: 11a. submit to the Council, every two years and for the first time in 1996, a report accompanied, if need be, by appropriate proposals on follow-up to this Resolution; AGREES TO: 12. examine, as a matter of priority, any initiatives that the Commission proposes in the areas within its competence.
