Il a néanmoins admis le rôle important du financement communautaire pour appuyer certains objectifs de l'initiative, notamment en tant que moyen d'attirer les investissements privés.
It nevertheless recognised the important role of Community funding in supporting some of the goals of the initiative, not least as a lever to attract private investment.

While the Citizens' Initiative does not directly challenge the core objectives and commitments of the MDGs and the ICPD programme of action, the Commission considers that a funding ban would constrain the Union’s ability to deliver on the objectives set out in the MDGs, particularly on maternal health, and the ICPD, which were recently reconfirmed at both international and EU levels.

8. se félicite de l'initiative prise en 2011 par le Secrétaire général en proposant une réorganisation des activités de traduction et d'interprétation; est convaincu que cette initiative débouchera sur des économies substantielles dans le budget 2012 et demande que cette initiative soit poursuivie en 2013; défend néanmoins le principe du multilinguisme et souligne le caractère unique du Parlement pour ce qui est des besoins d'interprétation et de traduction; souligne en outre l'importance de la coopération interinstitutionnelle dans ce domaine;

Welcomes the Secretary-General's initiative taken in 2011 proposing the reorganisation of translation and interpretation activities; believes that such an initiative will lead to significant savings in the 2012 budget and calls for this initiative to be continued in 2013; defends, however, the principle of multilingualism, and highlights the unique nature of Parliament with regard to interpretation and translation needs; furthermore highlights the importance of inter-institutional cooperation in this field;

Néanmoins, pour filtrer les initiatives fantaisistes, les rapporteures estiment que les 5 000 signatures demandées devraient être recueillies dans un délai de 6 mois. Ce délai permettrait d'éliminer des initiatives enregistrées mais n'atteignant jamais le nombre minimal de signatures.
Nonetheless, in order to act as a filter for unserious initiatives, your rapporteurs reckon that the requested 5.000 signatures should be collected within 6 months; by setting this time limit, it would be possible to eliminate initiatives that are registered but never get the specified number of signatures.

L’initiative risque néanmoins d’être inefficace si l’Union européenne n’adopte aucune mesure pour compenser l’impact socio-économique.
There is nevertheless a risk that the initiative will not be effective if the European Union fails to adopt measures to counteract its socio-economic impact.
