Interference with the right to privacy is considered necessary if it answers a pressing social need, if it is proportionate to the aim pursued and if the reasons put forward by the public authority to justify it are relevant and sufficient.[87] In all future policy proposals, the Commission will assess the initiative’s expected impact on individuals’ right to privacy and personal data protection and set out why such an impact is necessary and why the proposed solution is proportionate to the legitimate aim of maintaining internal security within the European Union, preventing crime or managing migration.
