Certains projets de grande envergure impliquent plusieurs États membres. Au nombre de ces projets figurent l’implantation, essentiellement en mer du Nord, d’installations éoliennes en mer d’une capacité supérieure à 140 GW sous l’impulsion des compagnies d’électricité, des promoteurs et des gouvernements européens, ainsi que les initiatives Desertec et Medring.
Major projects, such as the ones over 140 GW of offshore wind power currently being planned by European utilities, developers and governments, mostly in the North Sea or the Desertec and Medring initiatives, affect several Member States.

Bruxelles, le 24 novembre 2011 – Aujourd'hui, en marge du Conseil Énergie, M. Oettinger, membre de la Commission chargé de l'énergie, s'est félicité de la signature d'un protocole d'accord entre l'initiative Desertec industry (Dii) et Medgrid.
Brussels, 24 November 2011 - Today, in the margins of the Energy Council, Energy Commissioner Oettinger welcomed the signature of a Memorandum of Understanding (MoU) between the Desertec Industry Initiative (Dii) and Medgrid.

14. invite le Conseil et la Commission à collaborer avec les États membres méditerranéens et les pays d'Afrique du nord, compte tenu du potentiel important de ces pays en matière de ressources énergétiques et de leurs importantes possibilités de développement, notamment dans le cadre du processus de Barcelone; encourage plus particulièrement l'exploitation de l'énergie solaire et de l'énergie éolienne dans ces régions; se félicite des avancées récentes du projet industriel DESERTEC en vue de l'exploitation du vaste potentiel d'énergie solaire au Proche-Orient et en Afrique du nord; souligne que l'action de l'UE à l'égard du projet DESERTEC doit être cohérente et permettre de contribuer activement au développement des pays d'Afrique du Nord et du Proche-Orient; demande dès lors aux entreprises et aux États membres concernés par ce projet, en étroite collaboration avec la Commission, de favoriser le développement grâce à de réels transferts de technologies et à un renforcement des capacités en faveur des entreprises locales et de la société civile, pour en permettre l'appropriation et fonder un partenariat durable avec les pays méditerranéens dans lesquels l'initiative DESERTEC sera mise en œuvre;

Calls on the Council and Commission to cooperate with the Member States of the Mediterranean region and the countries of north Africa, in view of their significant energy-resource potential and the substantial opportunities which could be created for their own development in particular within the Barcelona Process; encourages, in particular, the use of solar and wind energy in these regions; welcomes the recent progress made with the DESERTEC Industrial Initiative to develop the vast potential for solar energy in the Middle East and north Africa; stresses that EU action in relation to the DESERTEC project must be coherent and make an active contribution to the development of north African and Middle Eastern countries; calls, therefore, on the companies and Member States involved in this project - in close cooperation with the Commission - to promote development by means of genuine technology transfer and capacity-building aimed at local companies and civil society in order to ensure ownership and build a lasting partnership with the Mediterranean countries in which DESERTEC will be developed;

Comme l’accord Nabucco et l’initiative Desertec le montrent, la Turquie est une plaque tournante essentielle et, à cet égard, je rejoins la position de M. Van Orden.
As both the Nabucco Agreement and the Desertec initiative show, Turkey is an essential gateway, and in this regard I echo Mr Van Orden’s point.

7. invite l'Union à collaborer avec les pays de la Méditerranée et d'Afrique du Nord, compte tenu, en particulier, du potentiel important de ces pays en matière de ressources énergétiques et des perspectives considérables pour le développement de l'Afrique; estime qu'il convient, en particulier, d'effectuer des recherches sur l'utilisation de l'énergie solaire et de l'énergie éolienne et d'encourager celle ci dans le cadre du processus de Barcelone: Union pour la Méditerranée; souligne que la démarche de l'Union européenne à l'égard du projet Desertec doit être cohérente et permettre de contribuer activement au développement des pays d'Afrique du Nord et du Proche-Orient; demande dès lors aux entreprises et aux États membres concernés par ce projet, en étroite collaboration avec la Commission, de favoriser le développement grâce à de réels transferts de technologies et à un renforcement des capacités en faveur des entreprises locales et de la société civile, pour en permettre l'appropriation et fonder un partenariat durable avec les pays méditerranéens où l'initiative Desertec sera mise en œuvre;
