L’une des initiatives innovantes qui lie concrètement la migration, la mobilité, l’emploi et la formation professionnelle, et qui s’inspire d’initiatives précédentes au Maroc et en Tunisie est le soutien communautaire apporté au Centre d’information et de gestion des migrations au Mali (CIGEM).

Each CIP, which will take the form of a single programming document (DOCUP), will comprise a detailed description of the following components: the current situation with regard to discrimination and inequality in the labour market, an ex ante assessment of the impact expected on the socio-economic situation at local or sectoral level, an implementation strategy based on the selected priorities (with specific action for asylum seekers) and information activities, complementarity between this strategy and the national action plan, local employment pacts and other Community programmes, actions and methods conducive to equal opportunities for men and women, a summary of the lessons learnt from the ADAPT and EMPLOYMENT initiatives, arrangements for technical assistance required to implement the CIP, an indicative financing plan showing the envisaged ESF contribution and the expected public and private support, consultation process for all the partners in decision making, arrangements for monitoring, control and evaluation of the implementation of EQUAL (calls for proposals, contracts awarded to the final beneficiaries, integration in policies or mainstreaming, composition of the Monitoring Committee, collection of data and indicators necessary for permanent assessment).

Dans ce contexte, nous avons déploré en commission des crédits consacrés au développement rural et appuyé les amendements demandant une augmentation du budget pour cette initiative communautaire, afin qu’elle soit en adéquation avec les précédentes initiatives Leader I et Leader II. Comparé à cette dernière initiative qui avait une durée limitée à 6 ans, le budget alloué à Leader +, pour une durée de 7 ans, est de 50 %.
In this context, in committee we regretted the paltry funding allotted to rural development and supported the amendments calling for an increased budget for this Community initiative so that it matches the previous LEADER I and LEADER II initiatives. The budget allocated to LEADER + for a period of seven years is half that allocated to LEADER II for a period of six years.

In response to an earlier Council request, expressed in the Council conclusions of May 2001, the EU shipbuilding industry has, together with the Commission, launched the LeaderSHIP 2015 initiative which is designed to develop new working structures and technology priorities and so sustain the Community's shipbuilding industry, in particular by establishing a level playing field world-wide and regionally.

Building on the lessons learned under the previous Employment and Adapt Initiatives, the Equal Initiative seeks to promote a labour market open to all through new means of combating all forms of discrimination and inequality. To that end it covers the whole of the territory of the Union and emphasises the transnational nature of projects, the genuine involvement of local and regional authorities, as well as businesses, and the dissemination of good practice.
