This instrument will "ensure that the Office may be consulted at the stage of preparation and at the various stages in the decision making process of all the legislative initiatives which have a direct or indirect impact on the protection of the Community's financial interests to ensure a better proofing against fraud and corruption" (COM 2000 (358), p.7)
