We will continue our work across the 10 priorities through 21 new initiatives: (1) to boost jobs, growth and investment we will propose a Youth Initiative, an Action Plan on the implementation of the Circular Economy and a new Multi-annual financial framework; (2) we will carry out a mid-term review of the Digital Single Market; (3) we will implement the Energy Union Strategy with work on low-emission vehicles and mobility; (4) we will build a deeper and fairer internal market by implementing the Single Market Strategy, Space Strategy for Europe and Capital Markets Union Action Plan and making proposals for Fairer taxation of companies; (5) we will present ideas for the reform of the EU at 27 and the strengthening of the Economic and Monetary Union and we will propose a European Pillar of Social Rights; (6) we will implement the Trade for All Strategy and pursue trade negotiations with our partners while strengthening our trade defence instruments; (7) we will continue to pursue a Security Union to fight terrorism and will align the rules on the protection of personal data and privacy; (8) we will deliver on the European Agenda on Migration; (9) to strengthen Europe's role as a global actor, we will present a European Defence Action Plan including a European Defence Fund, and the Commission and the High Representative will adopt an EU Strategy for Syria and implement the EU Global Strategy and Africa-EU Partnership; (10) we will adapt existing laws to the Treaty provisions on delegated and implementing acts and will assess the democratic legitimacy of existing procedures for adopting certain secondary EU acts.

Calls on the Commission to make provisions for financial instruments to support pre-commercial investments, turn research findings into commercial successes and enable innovative companies, especially SMEs, to find financial and other support instruments encouraging the development of the bioeconomy, for example through the use of Regional and Structural Funds and European Investment Bank risk sharing facilities, through increased coherence between different EU research and innovation funds, and through the establishment of a one-stop shop for information about all bio-based economy related initiatives, with a view to achieving the greatest possible impact; acknowledges the difficulty, and the financial risks, associated with commercialising bioeconomy innovations and placing them on the market;

This must be taken much further by: - ensuring smooth operation of the internal market: further deregulation, based on the Molitor working party set up for this purpose, combined with redefinition of the public service objectives, streamlined, transparent procedures and improved decision-making structures; and - making full use of the instruments available to facilitate industrial change, putting the accent on small businesses and taking account of the regional imbalances; using the Structural Funds, particularly the Community initiative programmes, to facilitate the development of competitive clusters of activities, combined with improved training, dissemination of technology and closer partnerships between big and small firms, etc. The competitive position of European industry In recent years European industry's competitiveness has improved considerably: - the European Union had a trade deficit with the USA in the late '80s, but improved its position appreciably in the early '90s when it cut its trade deficit by 90%, from ECU 21 billion in 1991 to ECU 2 billion in 1993; - European companies' financial structures are far healthier and their average debt ratio is well below their rivals'; - unit labour cost trends over the last ten years in the European Union compare favourably with those of its leading rivals: between 1980 and 1993 real unit wage costs fell more sharply in the Union (down 9.7%) than in the USA (1.2%) and Japan (8.3%).
