Mr. Miller: I can only assume, given my background in dealing with these, that the original arrangement was probably set up in such a way that there were contributions from other parties and, when circumstances changed, both departments undertook an audit to obtain an opinion on the future implications for the operations and it was recognized that they may require full funding.
