Each request for confidential treatment shall indicate why the information is confidential and shall be accompanied by a non-confidential summary of the information or a statement of the reasons why the information is not capable of being summarised.

3. Dans le cas d'informations confidentielles communiquées par la Commission conformément à l'accord-cadre, les modalités convenues au sens du point 3.2. de l'annexe II de l'accord-cadre (fixées d'un commun accord et concernant les destinataires, la procédure de consultation, c'est-à-dire une salle de lecture sécurisée et des réunions à huis clos, ou d'autres questions) prévues pour préserver la confidentialité des informations sont déposées, avec les informations confidentielles, auprès du secrétariat de l'organe/du titulaire d'un mandat au sein du Parlement européen ou du SIC lorsque les informations sont classifiées "CONFIDENTIEL UE/EU CONFIDENTIAL" ou au-delà.
3. In the case of confidential information communicated by the Commission pursuant to the Framework Agreement, the agreed arrangements within the meaning of point 3.2 of Annex 2 to the Framework Agreement (laid down by common accord and concerning addressees, consultation procedure, i.e. secure reading room and meetings in camera, or other matters) designed to preserve the confidentiality of the information shall be deposited together with the confidential information at the secretariat of the parliamentary body/office holder or at the CIS when the information is classified as ‘CONFIDENTIEL UE/EU CONFIDENTIAL’ or above.

3. Les modalités convenues à établir de commun accord afin de préserver la confidentialité des informations, dans le cas d'informations confidentielles communiquées par la Commission sur la base du point 3.2 de l'annexe II de l'accord-cadre, ou, dans le cas d'informations classifiées transmises par le Conseil conformément à l'article 5, paragraphe 4, de l'accord interinstitutionnel, sont déposées, avec les informations confidentielles, auprès du secrétariat de l'organe parlementaire/de la personne mandatée ou de l'UIC, selon le cas.
3. The agreed arrangements to be established by common accord with a view to preserving the confidentiality of the information, in the case of confidential information communicated by the Commission pursuant to point 3.2 of Annex II to the Framework Agreement, or in the case of classified information forwarded by the Council pursuant to Article 5(4) of the Interinstitutional Agreement, shall be deposited, together with the confidential information, at the secretariat of the parliamentary body/office-holder or at the CIU, as the case may be.

4. 4. Where the information concerned is classified at the level CONFIDENTIEL UE/EU CONFIDENTIAL or its equivalent, access shall be granted to those Members of the European Parliament who have been authorised by the President pursuant to paragraph 5 or after having signed a solemn declaration of non-disclosure of the content of that information to third persons, of compliance with the obligation to protect information classified at the level CONFIDENTIEL UE/EU CONFIDENTIAL and of acknowledgement of the consequences of any failure to do so.

‘confidential information’ means ‘classified information’, and non-classified ‘other confidential information’.

11. Sans préjudice des dispositions nationales relatives à l'échange d'informations statistiques confidentielles autres que les informations couvertes par le présent règlement, la transmission d'informations statistiques confidentielles entre le membre du SEBC qui a collecté ces informations et une autorité du SSE peut avoir lieu pour autant que cette transmission soit nécessaire au développement, à la production ou à la diffusion efficaces de statistiques européennes ou pour accroître la qualité de celles-ci dans les domaines de compétences respectifs du SSE et du SEBC.
11. Without prejudice to national provisions on the exchange of confidential statistical information other than information covered in this Regulation, the transmission of confidential statistical information between an ESCB member that collected the information and an ESS authority may take place provided that this transmission is necessary for the efficient development, production or dissemination or for increasing the quality of European Statistics within the respective spheres of competence of the ESS and the ESCB.

Les informations non documentaires à ne pas divulguer ou autres informations confidentielles ou protégées fournies lors de séminaires ou autres réunions organisés dans le cadre du présent accord, ou les informations résultant de l’affectation de personnel, de l’utilisation d’installations ou de projets communs, sont traitées par les parties ou leurs participants conformément aux principes stipulés dans le présent accord pour les informations documentaires, à condition toutefois que le destinataire de ces informations à ne pas divulguer ou autres informations confidentielles ou protégées ait été averti par écrit de leur caractère confidentiel au moment de leur communication.
Non-documentary undisclosed or other confidential information provided in seminars and other meetings arranged under the Agreement, or information arising from the attachment of staff, use of facilities, or participation in joint projects, shall be treated by the Parties or their participants according to the principles specified for documentary information in the Agreement, provided, however, that the recipient of such undisclosed or other confidential or privileged information has been made aware of the confidential character of the information at the time it was communicated.
