TRADUCTIONS EN CONTEXTE

Cette directive établit des exigences minimales en ce qui concerne la communication d'informations non financières par certaines grandes entreprises, tout en évitant d'imposer une charge administrative excessive, en particulier aux petites entreprises.
The Directive stipulates some minimum requirements on the disclosure of non-financial information by certain large companies, while avoiding any undue administrative burden, in particular for the smallest companies.

3. Les États membres peuvent prévoir l’octroi d’incitations financières, conformément au droit national, aux personnes qui fournissent des informations pertinentes au sujet d’infractions réelles ou potentielles au présent règlement, lorsque ces personnes ne sont pas soumises à d’autres obligations légales ou contractuelles préexistantes de communiquer de telles informations, et à condition que ces informations soient nouvelles et qu’elles amènent à infliger une sanction administrative ou pénale ou à prendre une autre mesure administrative pour cause de violation du présent règlement.
3. Member States may provide for financial incentives to persons who offer relevant information about actual or potential infringements of this Regulation to be granted in accordance with national law where such persons do not have other pre-existing legal or contractual duties to report such information, and provided that the information is new, and that it results in the imposition of an administrative or criminal sanction, or the taking of another administrative measure, for an infringement of this Regulation.

7. Stresses that a professional public administration is instrumental in the successful implementation of all other reforms; therefore welcomes the fact that the Civil Service Law has started to be implemented, and calls for its proper implementation to be pursued in order to enhance administrative capacities, depoliticise public administration and fight corruption in the civil service, to strengthen meritocracy in appointments, promotions and dismissals, to increase the efficiency, transparency, accountability, professionalism and financial sustainability of the civil service, and to enhance good governance at all levels; calls for a strengthening of human resources management, an evaluation system for civil servants and independent monitoring of the implementation of civil service legislation; encourages the finalisation of a comprehensive public administration reform strategy and the continued promotion of depolarisation and knowledge of EU law and decision-making processes; stresses the need to enhance public integrity, to improve public services and to manage public resources more effectively; calls for improved public access to services and information; welcomes in this regard the new law on access to information; calls for a strengthening of the institution of the Ombudsman by giving appropriate follow-up to its findings and recommendations;

4. Notes the responsibility that the Management Boards have for the management and supervision of the Agencies; takes the view that some Management Board's decisions, such as to reject one or more of the Internal Auditor’s recommendations without good reason, can have an adverse effect on the way in which an Agency is run; calls for the Commission’s position within the Agencies' Management Boards to be reviewed so that it may be given a right to vote and to constitute a ‘blocking minority’ on decisions relating to budgetary, financial and administrative management; calls, furthermore, on the Commission to notify the discharge authority of any decisions taken by Management Boards that are at odds with the principle of sound budgetary and financial management of Agencies or with the Financial Regulation;

Believes that the Parliament's building policy requires careful analysis and that the administration should continue to develop buildings policy in cooperation with the committee on Budgets; requests therefore to be kept informed on a regular basis on new developments for building projects with a significant financial implications for the budget, such as e.g. the KAD building; the House of European History and building/acquisition projects at the Parliament's places of work; asks to be kept informed about the creation of any new posts relating to DG INLO's three year plan before they are approved by the administration; asks the administration to establish a service agreement for cost sharing with the Commission of the running costs and any other institution that may wish to use the facilities of the House of European History; calls upon the European institutions to better coordinate their visitors' programs with a view to exploiting synergies, increasing visitor satisfaction and sharing cost; asks the Administration to improve the governance of interinstitutional projects;

Le conseil d’administration nomme le directeur exécutif sur la base de ses compétences, de son expérience dans le domaine des systèmes d’information à grande échelle et de ses aptitudes en matière administrative, financière et de gestion, ainsi que de ses connaissances en matière de protection des données.
The Management Board shall appoint the Executive Director on the basis of personal merit, experience in the field of large-scale IT systems and administrative, financial and management skills as well as knowledge in data protection.

3. À moins que les autorités compétentes de l’État membre d’origine de la société de gestion n’aient des raisons de douter, compte tenu des activités envisagées, de l’adéquation des structures administratives ou de la situation financière de la société de gestion, elles communiquent, dans les deux mois à compter de la réception de toutes les informations visées au paragraphe 2, ces informations aux autorités compétentes de l’État membre d’accueil de la société de gestion et en avisent cette dernière en conséquence.
3. Unless the competent authorities of the management company’s home Member State have reason to doubt the adequacy of the administrative structure or the financial situation of a management company, taking into account the activities envisaged, they shall, within two months of receiving all the information referred to in paragraph 2, communicate that information to the competent authorities of the management company’s host Member State and shall inform the management company accordingly.
