Takes note of the interinstitutional cooperation arrangement between the Parliament, the European Economic and Social Committee and the Committee of the Regions, signed on 5 February 2014; requests detailed information on the financial impact and the progress of the implementation of this agreement to be provided to the Committee on Budgets by early 2015, having regard to the preparation of the estimates for the budget 2016;

4. demande des précisions concernant la programmation financière à mi-parcours pour la rubrique 5 et les marges prévues, à savoir 109 000 000 EUR pour 2011, 102 000 000 EUR pour 2012 et 157 000 000 EUR pour 2013; estime qu'il serait utile de recevoir des informations sur les hypothèses de travail du Parlement concernant le sixième rapport des secrétaires généraux (octobre 2009) en termes de budget et de postes, en comparaison avec l'actuelle proposition d'état prévisionnel; tient à préciser les projets (potentiels) importants et les (éventuels) changements significatifs au niveau des effectifs qui sont déjà pris en compte dans la programmation pour les deux ou trois exercices à venir; souligne, par ailleurs, que la programmation financière n'est qu'un instrument de planification indicatif et non contraignant et que les décisions finales incombent à l'autorité budgétaire;

Seeks clarification on the mid-term financial programming for heading 5 and the projected margins of EUR 109 million for 2011, EUR 102 million for 2012 and EUR 157 million for 2013; considers that it would be helpful to receive information on Parliament's working hypotheses for the sixth report of the secretaries-general (October 2009) in terms of budget and posts compared to the proposal for estimates now at hand; would like to clarify which significant (potential) projects and staff developments are already included in this programming for the next 2-3 years; underlines, at the same time, that the financial programming is only a non-binding indicative planning tool and that the budgetary authority takes the final decisions;

14. prend acte de la proposition visant à donner une impulsion à la bibliothèque par la création de 28 postes, dont 13 pour le service d'analyse destiné aux députés (jusqu'ici constitué d'agents contractuels); est disposé à approuver le financement de ces 13 postes et leur intégration dans l'organigramme à condition d'obtenir la garantie qu'ils seront pourvus à l'issue de concours généraux et qu'une économie équivalente sera réalisée au niveau de l'enveloppe financière destinée au personnel contractuel; estime qu'un nouveau renforcement des financements et des ressources humaines des services d'information existants devrait aller de pair avec la mise au point d'un système convivial, qui permettrait aux députés d'avoir aisément accès à toutes les informations produites à l'intérieur du Parlement; décide d'inscrire les crédits relatifs aux 15 postes supplémentaires dans l'état prévisionnel mais place la moitié de ce montant dans la réserve dans l'attente:

Notes the proposal to boost the library by 28 posts, out of which 13 for the briefing service for members (previously contract staff); can endorse the financing and incorporation of these 13 posts into its establishment plan provided an assurance is given that they will be filled following open competitions and that a corresponding saving is made in the financial envelope for contracts; considers that a further strengthening in terms of funds and human resources of the existing information services should go hand in hand with the development of a user-friendly system, which would allow Members to have easy access to all the information produced in the house; decides to enter the appropriations for the 15 additional posts in the estimates but places half of this amount in reserve pending:

10. note qu'un plan stratégique à long terme concernant la politique immobilière, y compris les coûts de maintenance et les questions environnementales, sera présenté avant la fin mai 2008; souligne l'importance d'un débat approfondi sur cette question en vue de parvenir dès que possible à des décisions pertinentes sur la marche à suivre et la destination de ces crédits; souhaite être informé sur les travaux du Bureau, avec la Commission, sur un accord sur l'acquisition des bâtiments et les coûts; dans l'attente de telles informations, note que la réserve immobilière incluse dans le projet d'état prévisionnel s'élève à 30 000 000 EUR, soit une augmentation de 10 000 000 EUR par rapport à 2008; décide de mettre en réserve 3 400 000 EUR inscrits par le Bureau dans l'avant-projet d'état prévisionnel, dans l'attente de clarifications techniques, administratives et financières concernant les travaux de suppression de l'amiante proposés dans le bâtiment SDM à Strasbourg;
10. Notes that a long-term strategic plan on buildings policy including maintenance costs and environmental issues will be presented before the end of May 2008; stresses the importance of a thorough debate on this issue in view of arriving at relevant decisions on the way forward and the destination of these appropriations as soon as possible; wishes to be informed about the work of the Bureau with the Commission on an agreement on purchase of buildings and costs; pending such information, takes note of the fact that the buildings reserve included in the draft estimates amounts to EUR 30 000 000, an increase of EUR 10 000 000 compared to 2008; decides to place in reserve EUR 3 400 000 entered by the Bureau in the preliminary draft estimates, pending technical, administrative and financial clarifications on the proposed asbestos removal work in the SDM building in Strasbourg;
