Believes that consumer protection does not necessarily entail large volumes of information and that the focus should rather be on the quality and comprehensibility of information enabling proper decision-making – information must be relevant, accurate, comparable, user-friendly, reliable and timely; is concerned that the multiplicity and complexity of customer information might not ultimately serve real customer needs; argues for a balance to be struck to provide consumers with the information they need to make informed choices, and to understand the risks involved, while not unnecessarily burdening businesses, especially SMEs; encourages further digitalisation of information; stresses that financial advisers and employees providing consumer advice at financial institutions should be given the training and time necessary to be able to serve customers in an accurate way; notes the importance of effective supervisory powers to intervene in the marketing of products where necessary; points to the need for a European initiative for more and better financial education by no later than the end of 2016, taking account of the specific needs of each Member State, also to ensure full awareness of the advantages and disadvantages of capital market investments; underlines also that financial education should be targeted towards SMEs, teaching them how to use capital markets; believes in the benefit of better transparency in order to enable companies, investors and consumers to understand the comparative costs and benefits of different services provided by market participants, but also notes that more transparency has to come with added value for customers or competent supervisors and be targeted towards the practical use of the information and data;

(16a) Joint Technology Initiatives on bio-based industries should be based on a grass-roots approach, which is of enormous importance for making use of the potential of all regions, and, in particular, on supporting local and regional actions while remaining in constant contact with the local and regional authorities. This should increase public awareness of the importance of the bio-economy and of the enormous benefits that it brings. It should draw on the specialised knowledge of the regions, step up cooperation between science, enterprises and public authorities within the so-called ‘Triple Helix’, which aims to construct an open and expansive economy, to facilitate the cross-border flow of investments and to encourage effective cooperation, the basis of which is competitive complementarity and the optimal use of research infrastructure between scientific facilities, as well as between scientific facilities and businesses.

(50) The power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union and the power to endorse regulatory technical standards in accordance with Articles 10 to 14 of Regulation (EU) No 1095/2010 should be delegated to the Commission in respect of the details to be included in the notification to ESMA and in the register and the criteria for the decision of ESMA on the eligibility for the clearing obligation, on the information and clearing threshold, on the maximum time lag regarding the contract, on liquidity, on the minimum content of governance rules, on details of record keeping, on minimum content of business continuity plan and the services guaranteed, on percentages and time horizon for margin requirements, on extreme market conditions, on highly liquid collateral and haircuts, on highly liquid financial instruments and concentration limits, on details for performance of tests, on details concerning the application of a trade repository for registration with ESMA, on fines and on details concerning the information that a trade repository should make available, as referred to in this Regulation.

Il conviendra donc de découpler les obligations en matière d'admission à la cote de celles prévues pour l'admission à la négociation si l'on veut favoriser une compétition plus active entre systèmes de négociation. De plus, des évolutions structurelles comme la démutualisation des bourses exigent de redéfinir la façon dont les objectifs d'admission à la cote et d'information du public doivent être atteints. Avant d'envisager des modifications aussi ambitieuses, il convient toutefois de trouver une base équitable pour le partage des frais liés au fonctionnement d'un système de cotation et à la satisfaction des exigences liées, comme la publication des informations susceptibles d'influer sur les prix. Si des arrangements appropriés ne sont pas trouvés, les bourses de valeurs à finalité commerciale pourraient chercher à abandonner leurs coûteuses fonctions de cotation, tout particulièrement si elles considèrent que des concurrents profitent indûment des services de cotation qu'elles assurent. Difficulties arise because of prevailing uncertainty as regards the way in which "regulated markets" should fulfil their obligations to ensure that all securities comply with the requirements for "official listing" (as specified in Directive 79/279 [10] In essence, the practice to date has been that the regulated market should provide listing functions in respect of all securities which are dealt in on that market. This practice for "regulated markets" officially to list securities prior to trading can add significantly to costs and limit the scope for competing markets and exchanges to admit the same security to trading. admission to listing and admission to trading must therefore be decoupled if more active competition between trading systems is to be facilitated. Furthermore, structural changes such as the demutualisation of exchanges call for a redefinition of how listing and public disclosure objectives are realised. However, before such far-reaching adjustments can be envisaged, an equitable basis must be found for sharing the regulatory overheads of listing and fulfilling related requirements such as dissemination of price-sensitive information. Without appropriate arrangements, profit-driven exchanges may seek to divest costly listing functions, particularly if they perceive competitors as "free-riding" on their listing services. This would jeopardise the important "public good" functions served by listing. Implementation of this approach should be foreshadowed in an updated definition of "regulated markets". It also calls for a re-examination of the provisions of Directive 79/279 [11].
