whereas ICT, like any technology, can be used and abused to threaten women, their rights and freedoms, and ultimately their empowerment, such as in the case of cyber-bullying, cyber-stalking, trafficking in human beings, hate speech, incitement to hatred, discrimination and violation of fundamental rights; whereas anonymity on the internet contributes to the proliferation of these forms of violence against women; whereas such new challenges and risks need to be identified and addressed appropriately by policymakers, as well as by enterprises, companies and civil society organisations, while providing room for information exchange on the internet.

Reminds the Serbian authorities of their obligations under the framework for cooperation with the ICTY and of Serbia’s obligations as an EU candidate country; notes with concern that the absence of an adequate political reaction and legal response by the Serbian authorities regarding Šešelj’s behaviour undermines the trust of the victims in the judicial process; encourages the Serbian authorities and the democratic parties to condemn any public manifestation of hate speech or wartime rhetoric and to promote the protection of minority and cultural rights; asks the Serbian authorities to investigate whether Šešelj has violated Serbian law and to strengthen and fully apply the legislation outlawing hate speech, discrimination and incitement to violence; supports all political parties, NGOs and individuals in Serbia that fight against hate speech;

60. invite la Commission et les États membres de l'Union à lancer une action coordonnée et globale pour prévenir et combattre de manière systématique les crimes de haine au sein de l'Union et à renforcer la visibilité des crimes de haine grâce à la production de statistiques, qui devraient être rendues comparables afin de donner un aperçu général de la situation dans l'Union, en travaillant en coordination avec la FRA pour améliorer la collecte et l'harmonisation de ces données; condamne les propos haineux qui stigmatisent des groupes de personnes en fonction de leur origine sociale, culturelle, religieuse ou étrangère et les discours d'incitation à la haine raciale, en particulier lorsqu'ils émanent de personnalités publiques; rappelle l'avis n° 2/2013 de la FRA concernant la décision-cadre sur le racisme et la xénophobie et souligne qu'il est nécessaire de veiller aux droits des victimes de la criminalité, en particulier des crimes de haine;
60. Calls on the Commission and the Member States to launch a coordinated and comprehensive action to combat and prevent hate crime systematically in the EU and to make hate crime visible through data, ensuring that such data is comparable so as to allow an EU overview of the situation, by working together with the FRA to improve hate crime data collection and harmonisation; condemns hate speech stigmatising groups of people on account of their social, cultural, religious or foreign origins and incitement to racial hatred, notably when made by public figures; points to FRA Opinion 2/2013 on the Framework Decision on Racism and Xenophobia and stresses the need to ensure respect for the rights of victims of crime, and in particular in cases of hate crime;

4. condamne toutes les formes de l'anti-tsiganisme, et en particulier les discours inspirés par la haine dans les discours publics et politiques; prie les États membres de renouveler leur engagement dans la lutte contre l'anti-tsiganisme, reconnaissant son rôle négatif dans la mise en œuvre réussie des stratégies nationales d'intégration des Roms; prie toutes les parties de s'abstenir de déclarations anti-Roms qui incitent à la haine;

Condemns all forms of anti-Gypsyism, and in particular hate speech in public and political discourse; urges the Member States to renew their commitment in the fight against anti-Gypsyism, acknowledging its role in undermining the successful implementation of the NRIS; urges all parties to refrain from anti-Roma statements that incite hatred;
