La Commission a estimé que l’aide proposée constituait un instrument approprié pour atteindre ces objectifs et qu’elle avait un effet incitatif puisqu’elle augmentait la probabilité pour des investisseurs privés de participer au projet Pallas dès sa phase 2.
The Commission found that the proposed aid is an appropriate instrument for attaining these objectives and that it has an incentive effect as it increases the likelihood of the entry of private investors as from Phase 2 of the Pallas project.
