2. Stresses the need for an ambitious sustainable development agenda on the part of the UN, and, in line with Article 21(2)(d) TEU, is of the opinion that the EU’s trade policy needs to be further coordinated and implemented in a coherent fashion in order to revitalise and promote the global partnership for economically, socially and environmentally sustainable development; calls for reinforcing international efforts aimed at implementing comprehensive impact assessments of the impact of world trade on quality of life and equal opportunities for the world’s population, as well as on the environment; calls for the promotion of spaces for dialogue between public and private entities, including enterprises, trade unions and civil society, in order to promote the exchange of good practices and synergies leading to sustainable development;

Emphasises that there is a need for further research and analysis on the impact of the financial and economic crisis on various regions, including in the EU and in its relations with third countries, and a need to improve the monitoring of early signals of global and regional crises; stresses that disaggregated data should be more prominent in research and policy planning in order to better capture and address the problems facing the poorest and most vulnerable members of society; calls on the Commission and the Member States to provide financial support for the UN innovation laboratory ‘Global Pulse’, launched by the UN Secretary General in 2009, with the aim of collecting and analysing the data required for a better understanding of the impact of the financial and economic crisis on vulnerable sections of the population and providing appropriate policy responses;

21. se félicite de l'intention de la Commission d'œuvrer à la mise en place de campagnes mondiales, de lignes directrices internationales et de mesures législatives complémentaires en vue de garantir que les entreprises ont des impacts positifs sur les sociétés étrangères ; rappelle que les impacts positifs des entreprises sur les sociétés étrangères peuvent, entre autres, se mesurer au regard de l'accès des populations locales aux ressources, de la souveraineté alimentaire des populations et du développement endogène de ces sociétés;
21. Welcomes the Commission’s intention to work towards establishing global advocacy, international guidelines and complementary legislation to ensure that EU businesses have a positive impact in foreign societies; notes that businesses’ positive impact in foreign societies can be assessed in terms of, among other things, local people’s access to resources, their food sovereignty and the endogenous development of those societies;

Les échanges culturels, la coopération mondiale, ainsi que le dialogue interculturel sont essentiels parce qu’ils contribuent non seulement à rapprocher des individus, à renforcer le rôle de la société civile, à favoriser la démocratisation et à promouvoir les droits fondamentaux, mais aussi à renforcer l’impact économique des secteurs culturels.

Recalls its abovementioned resolution of 21 May 2008, and in particular the fact that all efforts to curb emissions should aim at staying well below the objective of limiting global temperature increases to below 2° C, inasmuch as a level of warming of that magnitude would already impact heavily on our society and individual lifestyles and would also entail significant changes in ecosystems and water resources; is deeply concerned about the fact that, as indicated by many recent scientific reports, climate change is both more rapid and more serious in terms of its adverse effects than was previously thought; consequently, calls on the Commission to closely monitor and analyse the latest scientific findings with a view to assessing, in particular, whether the EU 2° C target would still achieve the aim of avoiding dangerous climate change;

CONSIDERE EN OUTRE que les questions suivantes revêtent une urgence particulière : - mise au point rapide des modalités de la libéralisation de la téléphonie vocale par des mesures juridiques concrètes, conformément à la résolution du Conseil du 22 juillet 1993 et de mesures visant à garantir la fourniture d'un service universel, conformément à la résolution du Conseil du 7 février 1994 ; - accélération du processus européen de normalisation dans un contexte international, notamment en vue de pouvoir mieux répondre à la réalité des marchés ; - protection des droits de propriété intellectuelle liés à la société de l'information ; - questions concernant la sécurité des systèmes d'information ; - poursuite des activités sur une base internationale (par exemple, questions commerciales, accès aux marchés, interopérabilité, coopération) et notamment obtention, lors des négociations du GATT sur les télécommunications de base, d'un accès effectif et comparable aux marché des pays tiers pour ce qui est des services et des infrastructures ; - amélioration de la compétitivité de l'industrie européenne de l'audiovisuel et de l'information sur le marché mondial, y compris le développement nécessaire d'une industrie européenne des programmes en tenant dûment compte des particularités culturelles et de l'impact de ces programmes sur la société ; - questions concernant la vie privée ; - mise en place rapide par les Etats membres et la Commission de l'instrument de coordination permanent visé dans les conclusions du Conseil européen de Corfou.
ALSO CONSIDERS the following points particularly urgent: - Rapid enactment of the liberalization of voice telephony by means of specific legal measures in accordance with the Council Resolution of 22 July 1993 and measures intended to guarantee the provision of universal service in accordance with the Council Resolution of 7 February 1994; - Acceleration of the European standardization process in an international context, particularly with a view to being able to respond to market trends more effectively; - Protection of intellectual property rights as related to the information society; - Issues concerning security of information systems; - Continuing activities on an international basis (e.g. trade issues, market access, interoperability, cooperation) and notably obtaining in GATT negotiations on Basic Telecommunications effective and comparable access to third countries' markets concerning services and infrastructures; - Improvement of the competitiveness of the European audiovisual and information industry in the world market, including the necessary development of a European programmes industry taking due account of the cultural specificities and impacts on the society of these programmes; - Issues concerning privacy; - Early setting up by the Member States and the Commission of the permanent coordination instrument referred to in the conclusions of the Corfu European Council.
