Pierre Dionne Labelle: En ce qui concerne Citoyenneté et Immigration Canada (CIC): a) combien de postes seront éliminés à CIC en 2012 et les années suivantes, ventilés par (i) année, (ii) province; b) de quelle façon la Fédération des francophones de la Colombie-Britannique, qui co-présidait la région CIC de la Colombie-Britannique, sera intégrée dans la nouvelle structure si la région CIC de la Colombie-Britannique disparait; c) les conséquences de la réunion des services de la région de l’Atlantique avec celle du Québec ont-elles été analysées, et si oui, à quelles conclusions sont arrivées ces analyses; d) quelles sont les conséquences de la réunion des services de la région de l’Atlantique avec le Québec en ce qui concerne l’immigration francophone; e) quelles structures seront mises en place pour éviter la concurrence pour l’immigration francophone entre la région de l’Atlantique et celle du Québec dans la perspective du transfert du centre décisionnel dans la province de Québec; f) de quelle façon les compressions au budget du forum d'emploi Destination Canada seront compensées afin de permettre aux provinces de l'Atlantique d’attirer l’immigration francophone dans un contexte de concurrence pour l’immigration francophone de la part du Québec?
(Return tabled) Question No. 985 Mr. Pierre Dionne Labelle: With regard to Citizenship and Immigration Canada (CIC): (a) how many CIC positions will be eliminated in 2012 and subsequent years, broken down by (i) year, (ii) province; (b) how will the Fédération des francophones de la Colombie-Britannique, which co-chaired the CIC’s British Columbia region, fit into the new structure if the British Columbia region disappears; (c) has the impact of merging services for the Atlantic region with the Quebec region been analyzed and, if so, what were the findings; (d) what impact will merging services for the Atlantic and Quebec regions have on francophone immigration; (e) what structures will be implemented to avoid competition between the Atlantic and Quebec regions for francophone immigrants if the decision-making centre is transferred to the province of Quebec; and (f) how will cuts to the Destination Canada Job Fair budget be offset in order to ensure that the Atlantic provinces can continue to attract francophone immigrants in light of competition from the province of Quebec for francophone immigrants?

Au cours des deux prochaines années, un plan d'action qui vise à promouvoir les communautés francophones et acadiennes à l'étranger ainsi qu'à mieux recruter, sélectionner, accueillir et intégrer les immigrants francophones qui s'établiront dans nos communautés sera articulé dans une démarche conjointe entre les communautés francophones et acadiennes, les groupes ethnoculturels francophones et le ministère de la Citoyenneté et de l'Immigration.
Over the next two years, an action plan to promote the francophone and Acadian communities in other countries and improve the recruitment, selection, reception and integration of francophone immigrants into our communities, will be developed in a cooperative effort by the francophone and Acadian communities, francophone ethnocultural groups and the Department of Citizenship and Immigration.

Il y a toutefois un aspect positif; de concert avec le comité communautaire en immigration et le comité d'Immigration et de Citoyenneté Canada, un plan stratégique sera mis en place et nous permettra de travailler ensemble vers le but ultime : obtenir un taux de 4,4 p. 100 d'immigration francophone dans les prochaines années.
There is a positive aspect, however. Together with the Community Table on Immigration and the Immigration and Citizenship Canada committee, a strategic plan will be put in place under which we will be able to work together toward the ultimate goal of achieving a rate of 4.4 per cent francophone immigration over the next few years.
