Hoang Mai: En ce qui concerne le transbordement d’un rorqual commun en voie de disparition d’Islande au Japon en passant par le Canada: a) le Canada est-il déterminé à s’opposer au commerce illégal des espèces en voie de disparition; b) quand les ministères suivants ont-ils été avisés la première fois de ce transbordement, (i) Agence des services frontaliers du Canada, (ii) Pêches et Océans Canada, (iii) Environnement Canada, (iv) Affaires étrangères, Commerce et Développement Canada, (v) Agence canadienne d’inspection des aliments; c) quelles mesures les ministères suivants ont-ils prises après avoir été avisés, (i) Agence des services frontaliers du Canada, (ii) Pêches et Océans Canada, (iii) Environnement Canada, (iv) Affaires étrangères, Commerce et Développement Canada, (v) Agence canadienne d’inspection des aliments; d) quelles mesures prend le gouvernement pour faire en sorte que le transbordement d’espèces en voie de disparition par le Canada ne se reproduise plus; e) la Division de l'application de la loi sur la faune d’Environnement Canada a-t-elle fait part de préoccupations à propos de ce transbordement, (i) dans l’affirmative, quelles étaient-elles, (ii) dans la négative, pourquoi pas; f) le gouvernement a-t-il étudié l’adéquation de ce transbordement à la Loi sur la protection d'espèces animales ou végétales sauvages et la réglementation de leur commerce international et interprovincial; g) le gouvernement a-t-il envisagé de suivre l’exemple donné par les États-Unis en interdisant le transit de la viande de rorquals communs en voie de disparition ou de toute espèce en voie de disparition aux termes de la Convention sur le commerce international des espèces de faune et de flore sauvages menacées d'extinction?
(Return tabled) Question No. 680 Mr. Hoang Mai: With regard to the transshipment of an endangered fin whale from Iceland to Japan through Canada: (a) is the government committed to stand against the illegal trade of endangered wildlife; (b) when were the following departments first notified of this transshipment, (i) Canada Border Services Agency, (ii) Fisheries and Oceans Canada, (iii) Environment Canada, (iv) Foreign Affairs, Trade and Development Canada, (v) Canadian Food Inspection Agency; (c) what actions did the following departments undertake after being notified, (i) Canada Border Services Agency, (ii) Fisheries and Oceans Canada, (iii) Environment Canada, (iv) Foreign Affairs, Trade and Development Canada, (v) Canadian Food Inspection Agency; (d) what steps is the government taking to ensure that this transshipment of endangered species across Canada does not happen again; (e) did Environment Canada’s Wildlife Enforcement Directorate raise any concerns regarding this shipment, (i) if so, what were they, (ii) if not, why not; (f) has the government examined the appropriateness of this shipment in light of the Wild Animal and Plant Protection and Regulation of International and Interprovincial Trade Act; and (g) has the government considered following the example put forward by the United States by banning the transit of meat from endangered fin whales or any endangered species under the Convention on International Trade in Endangered Species of Wild Fauna and Flora?

Law enforcement, border and intelligence officials who appeared as witnesses during our hearings on the bill indicated that by making it an offence to leave or attempt to leave Canada to participate in the activities of a terrorist group (section 83.181); facilitate terrorist activity (section 83.191); commit an indictable offence for a terrorist group (section 83.201); or commit an indictable offence that is also terrorist activity (section 83.201), the bill will enable them to stop the activities of prospective terrorists at an earlier stage of their preparations, before they leave Canada to join a terrorist training camp or to do harm elsewhere.

In its answer to my parliamentary question (E-2208/00) on European emigration to the USA and Canada, the Commission informed me that 'the possible negative consequences of the Illegal Immigration Reform And Immigration Responsibility Act (IIRAIRA) on Union citizens have been discussed with the Member States at the Consular Affairs working group of the Council and have been raised with the United States government'.
