The approach taken here by your Rapporteur is a surgical one that seeks to achieve these objectives while recognising that much of the legwork has already been performed in decisions taken at the Conference of the Parties to the UNFCCC and Meetings of the Parties to the Kyoto Protocol, including Decision 16/CMP.1, Decision 2/CMP.6 and Decision 2/CMP.7.
