Any Member States should be able to derogate from the responsibility criteria, so as to make it possible to bring family members together where this is necessary on humanitarian grounds ðin particular for humanitarian and compassionate reasons and examine an application for international protection lodged with it or with another Member State, even if such examination is not its responsibility under the binding criteria laid down in the Regulation, provided that the concerned Member State and the applicant agree thereto. ï

That, in the opinion of the House, the government should immediately use all diplomatic means to put pressure on the government of Sri Lanka and its military to respect the human rights of the civilian Tamil population, by: (a) ceasing all violence against Tamil civilians, including any detention of civilians in military-camps, extrajudicial killings, and disappearances; (b) immediately lifting the September 2008 ban on United Nations (UN) and international humanitarian organizations from operating in the northern region of the country, in addition to ensuring that these organizations are free from government interference so they may independently supervise both parties of the conflict and respond to the humanitarian crisis; (c) halting all government policies and actions aimed against the Tamil minority of Sri Lanka; and (d) supporting the peace process and efforts of the UN that will invest in infrastructure, education and provide significant support for the Tamil population of Sri Lanka.

Welcomes the fact that the third international conference aiming at the conclusion of an international treaty prohibiting the production, use, transfer or storage of cluster bombs in accordance with the principles of IHL was held in Vienna in December 2007 with the full support of the European Union (18); calls on Romania and Cyprus, as the only two EU Member States that have not yet done so, to endorse the Oslo Declaration on Cluster Munitions of 23 February 2007; fully supports the Oslo process conferences held in Wellington from 18 to 22 February 2008 and fixed to take place in Dublin from 19 to 30 May 2008; expects that all European Union Member States will be able to sign the treaty at the ceremony planned to be held in Oslo in late 2008;

7. Calls upon the Russian authorities to provide the necessary conditions to the international humanitarian NGOs to enter the refugee camps and to distribute direct survival assistance to the displaced people;

Calls upon the Council to support the adoption of a resolution on Sierra Leone urging the leaders of the Revolutionary United Front to instruct their combatants to end all human rights abuses and to adhere to international human rights and humanitarian law and urging also the government of Sierra Leone to ensure that all government-allied forces end human rights violations and that all reports of human rights violations be investigated so that those responsible can be brought to justice;
