2. Paragraph 1 shall not apply to flights the sole purpose of which is humanitarian, such as delivering or facilitating the delivery of assistance, including medical supplies, food, humanitarian workers and related assistance, or evacuating foreign nationals from Libya, nor shall it apply to flights authorised by paragraph 4 or 8 of UNSCR 1973 (2011), nor to other flights which are deemed by Member States, acting under the authorisation conferred in paragraph 8 of UNSCR 1973 (2011), to be necessary for the benefit of the Libyan people’.

The EU will therefore examine ways to strengthen its rapid response to humanitarian crises by working together building on existing comparative strengths, in coordination with efforts made by the wider humanitarian community.

Achieving better linkage between Relief, Rehabilitation and Development (LRRD) requires humanitarian and development actors to coordinate from the earliest phases of a crisis response and to act in parallel with a view to ensuring a smooth transition.

2.3 S'agissant de la coordination, la Commission, qui reconnaît que le nombre élevé d'organisations humanitaires participant aux travaux de remise en état risque d'affecter la fourniture de l'aide, a pris plusieurs mesures visant à renforcer le rôle des Nations unies en tant qu'organisme mandaté pour coordonner l'aide humanitaire à l'échelon international.
2.3. On co-ordination, the Commission, recognizing the potential problem that the multiplicity of humanitarian organisations involved in relief and rehabilitation efforts might cause for the effective delivery of aid, has adopted several measures to reinforce the role of the UN as the mandated body for the co-ordination of international humanitarian aid efforts.
