whereas the international community has witnessed over the last few years a harrowing trend of attacks on hospitals and schools in armed conflicts around the world, such as the latest attacks on Doctors without Borders (MSF) health centres in Kunduz (Afghanistan) on 3 October 2015, in Razah (Yemen) on 10 January 2016 and in a number of Syrian towns throughout the ongoing conflict; whereas there has been an unprecedented increase in denial of humanitarian aid and access, the execution of civilians and humanitarian personnel, detention in dire conditions, and civilians being used as hostages or forced into slavery; whereas the growing needs and challenges, the lack of sustained commitments and the rising cost of humanitarian assistance have contributed to the current humanitarian system reaching its limits, and whereas this has forced a number of organisations to temporarily suspend food assistance, shelter and other life-saving humanitarian operations.

1. encourage la communauté internationale réunie lors du sommet humanitaire mondial à adopter une approche fondée sur les droits dans ses interventions humanitaires, afin de trouver les moyens les meilleurs et les plus inclusifs de protéger les civils, en accordant une attention particulière aux groupes vulnérables tels que les femmes, les enfants et les minorités religieuses ou ethniques, de déterminer les menaces et les points faibles et d'assurer le suivi des violations des droits de l'homme et du droit humanitaire international, contribuant ainsi à lutter contre l'impunité; est convaincu qu'en renforçant le caractère universel des droits de l'homme et la compréhension mutuelle entre tous les acteurs impliqués dans les interventions humanitaires, les principes humanitaires fondamentaux d'humanité, d'impartialité, de neutralité et d'indépendance opérationnelle se verront également renforcés; souligne qu'il faut mettre la protection au cœur de l'intervention humanitaire et regrette les abus et les violations des principes humanitaires fondamentaux pour des raisons politiques, militaires ou non humanitaires; souligne que ces abus portent atteinte aux interventions humanitaires véritables et aux personnes qui les mènent; insiste sur le fait que les mesures antiterroristes ne doivent pas faire obstacle aux interventions humanitaires;

Encourages the global community convening in the World Humanitarian Summit to adopt a rights-based approach to humanitarian action, with the objective of finding better and more inclusive ways to protect civilians with special regard to vulnerable groups such as women, children, and religious or ethnic minorities, to identify threats and vulnerabilities, and to monitor violations of human rights and international humanitarian law, thus helping strengthen the fight against impunity; expresses its conviction that upholding the universality of human rights and reinforcing shared understanding by all actors involved in humanitarian action also strengthens the core humanitarian principles of humanity, impartiality, neutrality and operational independence; stresses the need to put protection at the centre of humanitarian action and deplores any misuse or disrespect of the core humanitarian principles for political, military or non-humanitarian purposes; warns that such misuse undermines and endangers genuine humanitarian operations and their staff; insists that counter-terrorism measures should not undermine nor obstruct humanitarian actions;
