Calls for any initiative to end the fighting in Syria to take into account the requirements of international humanitarian law and international human rights law, the latter being applicable during wartime and peacetime, as well as of international criminal law; calls on the European Union to increase pressure on the Assad regime to comply with UN Security Council Resolutions 2139 (2014), 2165 (2014) and 2191 (2014) and to step up its efforts to channel humanitarian aid, including in areas controlled by the Syrian moderate opposition and to assist in their capacity building; welcomes the pledges made during the Kuwait III conference, and calls on the EU and other international donors to fulfil their financial commitments in response to the Syria crisis; supports the Commission’s recommendation to encourage restoration of the administration and public services in the devastated regions of Syria, and calls urgently for help to be provided for the reconstruction of Kobane;

Welcomes the presentation by the independent, international Commission of Inquiry on Libya, pursuant to the outcome of the 15th special session, of its first report at the UNHRC on September 2011; supports the extension of its mandate and looks forward to the final written report, to be presented at the 19th session; encourages the implementation of the recommendations made by the Commission of Inquiry and strongly supports its call for exhaustive, impartial and public investigations to be conducted into all alleged violations of international human rights law and international humanitarian law during the conflict, regardless of who committed them, with full respect for judicial guarantees; considers that the human rights situation in Libya remains an area of concern, notably regarding the conditions of detention and the treatment of detainees held by various militias without effective control by the Interim Government over these brigades, and requires increased vigilance and sustained assistance by the international community, as stated by the High Commissioner for Human Rights before the UN Security Council on 25 January 2012;

Points out that hazardous situations and humanitarian crises adversely affect the safety and security of women and girls with disabilities, reducing considerably their chances of survival; emphasises that women and girls with disabilities are more vulnerable than other people before, during and after the occurrence of hazardous situations such as armed conflicts, occupation of territory, natural disasters and humanitarian crises; stresses that national and international agencies responsible for public health, disaster preparedness, emergency help and humanitarian aid need to be made aware of the rights and specific needs of women and girls with disabilities and of the need to have the human and material resources available to ensure that women and girls with disabilities benefit from universal access and equal opportunities in hazardous and emergency situations, thereby avoiding lack of care and/or unsuitable actions;
