L'UE prie instamment toutes les parties au conflit de rétablir l'accès sans entrave de toutes les organisations humanitaires internationales aux régions non contrôlées par le gouvernement et de permettre la fourniture fluide et rapide de l'aide humanitaire, conformément aux principes humanitaires et au droit humanitaire international.

Stresses the need for coordinated humanitarian action under UN leadership, and urges all countries to contribute to addressing humanitarian needs; urges all parties to allow the entry and delivery of urgently needed food, medicine, fuel and other necessary assistance through UN and international humanitarian channels in order to address the urgent needs of civilians affected by the crisis, in accordance with the principles of impartiality, neutrality and independence; calls for a humanitarian pause to allow life-saving assistance to reach the Yemeni people as a matter of urgency; recalls that it is therefore essential that commercial shipping access to Yemen be further eased;

K. considérant que la majorité des crises humanitaires sont d'origine humaine; que 80 % de l'aide humanitaire internationale de l'Union est consacrée à des crises d'origine humaine, qui nécessitent avant tout des solutions politiques et pas uniquement humanitaires; que la pauvreté et la vulnérabilité aux crises sont intrinsèquement liées, ce qui souligne la nécessité de traiter les causes profondes des crises, de développer la résilience, de renforcer la capacité d'adaptation aux catastrophes naturelles et au changement climatique et de répondre aux besoins à long terme des personnes touchées; que les répercussions des crises humanitaires, comme les problèmes liés à la migration et aux réfugiés, ne feront qu'empirer à moins de s'attaquer à leurs causes profondes et de mieux coordonner l'aide humanitaire et la coopération au développement;
K. whereas the majority of humanitarian crises have human-related causes; whereas 80 % of EU international humanitarian assistance is concentrated in man-made crises that require essentially political and not only humanitarian solutions; whereas poverty and vulnerability to crises are intrinsically linked, emphasising the need to address the underlying causes of crises, build resilience, reinforce capacity for adapting to natural disasters and climate change, and meet the long-term needs of affected people; whereas the consequences of humanitarian crises, such as migration and refugee challenges, will be even greater unless the root causes are addressed and there is better linkage between humanitarian and development cooperation assistance;

16. Welcomes the leading role played by the EU and its Member States in the international humanitarian response; remains alarmed, however, that the humanitarian needs of the populations continue to outpace the international response; calls on the international community to further increase its humanitarian efforts, particularly in the context of a severe winter; urges all donors to fulfil their promises and to deliver assistance in a swift manner; calls for an increase of the EU’s contributions to the UN’s humanitarian programmes and to strengthen their cooperation with international organisations;

14. encourage le Conseil, la Commission et la haute représentante à mettre à disposition toutes les ressources financières et humaines nécessaires à l'appui d'une solide opération humanitaire internationale, aidant le Conseil des droits de l'homme et les autres organismes humanitaires concernés à fournir une protection et une aide d'urgence à tous ceux qui en ont besoin; se félicite des mesures prises et des fonds mobilisés jusqu'ici par la commissaire Georgieva et par l'ECHO, ainsi que de l'aide humanitaire fournie par certains États membres pour relever ce défi; appelle l'Union et les États membres à fournir des moyens de transport aériens et maritimes pour aider au rapatriement ou à la réinstallation des migrants, des demandeurs d'asile et des réfugiés en provenance de Libye, conformément au droit international et à la législation pertinente de l'Union européenne, et à octroyer un soutien financier en réponse à l'appel conjoint lancé le 3 mars 2011 par le Conseil des droits de l'homme des Nations unies et l'Organisation internationale pour les migrations (OIM);
14. Encourages the Council, the Commission and the High Representative to make all necessary financial and human resources available to support a robust international humanitarian operation, assisting the UNHCR and other relevant humanitarian agencies in providing protection and emergency assistance to all those in need; welcomes the measures taken and funds deployed so far by Commissioner Georgieva and ECHO and the humanitarian assistance provided by some Member States to meet this challenge; appeals to the EU and the Member States to supply air and maritime transportation to help repatriate or resettle migrants, asylum seekers and refugees from Libya, in keeping with international law and relevant European Union legislation, and to provide financial support in response to the joint UNHCR-IOM (International Organisation for Migration) appeal, issued on 3 March 2011;

In accordance with the 2007 European Consensus on Humanitarian Aid a strong Union coordination and role will enhance the overall international humanitarian response, including concerted efforts to improve the humanitarian system, and would also reinforce the Union ambition of working closely with other humanitarian actors.

They are also a direct expression of active citizenship at the service of the humanitarian cause.

L’Union s’est également montrée très active pour obtenir que des organisations humanitaires internationales soient présentes en Tchétchénie et, par le biais d’ECHO (l’Office humanitaire de la Communauté européenne), elle a apporté sa contribution directe dans le domaine de l’aide humanitaire en tant que l’un des principaux donateurs depuis le début du conflit tchétchène.
The Union has also been very active in terms of achieving the presence of international humanitarian organisations in Chechnya and, by means of ECHO (the European Community Humanitarian Office), it has directly participated in humanitarian aid as one of the principal donors since the start of the Chechen conflict.
