C. considérant que, dans les zones de conflit, les belligérants peuvent transformer les écoles en camps d'entraînement, en dépôts d'armes ou en bases pour leurs opérations militaires; que l'usage des écoles et d'autres structures éducatives à des fins militaires entrave et restreint l'utilisation de ces installations par les élèves et les enseignants pour leur fonction légitime, à court et à long terme, ce qui entrave l'accès à l'éducation, qui est l'un des instruments essentiels pour la prévention des différentes formes de discrimination et d'oppression ainsi qu'un droit de l'homme consacré à l'article 26 de la déclaration universelle des droits de l'homme; qu'en vertu de l'article 38 de la convention relative aux droits de l'enfant, les États s'engagent à respecter et à faire respecter les règles du droit humanitaire international en cas de conflit armé et dont la protection s'étend aux enfants; considérant, toutefois, que la protection et l'éducation des enfants en situation d'urgence et de crise comptent parmi les formes d'action humanitaire qui attirent le moins de fonds;
C. whereas in conflict zones, the warring parties might convert schools into training camps, arms depots or bases for military operations; whereas the use of schools and other forms of educational facilities for military use hinders and restricts the use of such facilities for their rightful purpose by students and teachers, in both the short and long term, hampering access to education, which is one of the most important tools in preventing different forms of discrimination and oppression and is also a human right enshrined in Article 26 of the Universal Declaration of Human Rights; whereas under Article 38 of the Convention on the Rights of the Child the States Parties undertake to ensure respect for rules of international humanitarian law applicable to them in armed conflicts which are relevant to the child; whereas, however, the protection and education of children in emergency situations and crises are among the humanitarian actions that attract the least amount of funding;

3. déplore que le cessez-le-feu proposé unilatéralement par Kiev n'ait pas abouti à une solution négociée et que les combats aient repris avec encore plus d'intensité; se déclare vivement préoccupé par la sécurité des simples citoyens qui se retrouvent piégés dans les zones de Donetsk et de Lougansk; déplore les pertes en vies humaines et le fait que des enfants comptent parmi les victimes; présente ses plus sincères condoléances aux familles concernés; condamne toute action prenant pour cible la population civile et demande le strict respect du droit humanitaire international; exhorte les insurgés à accepter et faciliter l'acheminement de l'aide humanitaire et à ne pas empêcher les réfugiés cherchant à quitter la zone de conflit de le faire;
3. Regrets the fact that the ceasefire offered unilaterally by Kyiv has failed to achieve a negotiated settlement and that fighting has reassumed and intensified; is deeply concerned about the safety of ordinary people who remain trapped in the Donetsk and Luhansk areas; deplores the loss of lives and the fact that children have been registered among the victims; expresses its heartfelt condolences to their family members; condemns any targeting of the civilian population and calls for strict respect of international humanitarian law; urges the insurgents to accept and facilitate the delivery of humanitarian assistance, and not to create obstacles for refugees seeking to leave the conflict zone;

Pour répondre aux besoins accrus du système humanitaire international, qui classe la République centrafricaine parmi ses interventions hautement prioritaires, les organismes des Nations Unies et les ONG internationales ont accru leur présence et élargi leurs opérations de façon considérable dans l'ensemble du pays.

1. condamne catégoriquement les attaques massives et disproportionnées menées par les forces aériennes et terrestres israéliennes dans une zone densément peuplée et qui ont causé un nombre croissant de victimes parmi la population civile et la destruction d'un nombre considérable d'infrastructures civiles; demande, à cet égard, à Israël de se conformer aux obligations qui lui incombent en vertu du droit humanitaire international et au chapitre des droits de l'homme, en garantissant notamment le libre accès à l'aide humanitaire dans la zone du conflit; condamne, parallèlement, le lancement de roquettes par le Hamas sur des civils israéliens;

Firmly condemns the massive and disproportionate offensives by the Israeli air and ground forces in a densely populated area, that have caused an increasingly high number of victims among the civilian population and the widespread destruction of civilian infrastructure and, in this regard, calls on Israel to fulfil its obligations under international humanitarian and human rights law to provide unimpeded humanitarian access to the conflict area; condemns at the same time the shelling of rockets by Hamas on Israeli civilians;
