The petitioners call upon the Government of Canada to insist that the Red Cross, United Nations and other humanitarian agencies uphold the applicable standards of humanitarian law, including proof of life, to visit the kidnapped soldier and communication between him and his family as a bare minimum, to insist that the governing Palestinian authority commit itself to the repatriation of Mr. Gilad Shalit and to use Canada's good office, in bilateral and multilateral discussions, to put an end to these violations of international humanitarian law, secure Gilad Shalit's release and return him to his family as a matter of fundamental decency and justice.

In order to ensure that Burma's future is decided by its people, including ethnic minorities, I recommend that the Government of Canada use its influence to press for the following reforms in Burma: an end to gross violations of international human rights law and humanitarian law, including an end to attacks on civilians; meaningful collective negotiations that lead to a political settlement with ethnic nationality groups; unfettered humanitarian access to people in need in areas of conflict; release of all remaining political prisoners; and constitutional reform that will enable a civilian government to hold the military accountable.

Hence the decision on 6 November 1991 creating ECHO, at the initiative of European Commission Vice-President Manuel MARIN. The mandate received by ECHO from the Commission was to take full responsibility for a coherent administration of the following tasks (outside the borders of the Community) which had previously been carried out by several services within the Commission: (a) Humanitarian Aid (b) Emergency Food Aid (c) Prevention and disaster preparedness activities Apart from concentrating and re-organising the Commission's internal resources, increased efficiency was to be achieved through better external coordination with the Commission's partners (NGOs, UN agencies and international organisations), closer relations with Member States, disaster preparedness and readiness to engage in direct actions if other solutions were not available or inadequate.
