The EU funds IHL dissemination targeting a wide range of stakeholders, as well as activities aimed at increasing the capacities of humanitarian workers in advocating for IHL, and implements large-scale information campaigns to raise awareness of IHL across the general public.

Calls for enhanced institutional space for the international community to address common concerns relating to IHL implementation; welcomes the pledge of the EU and its Member States to the ICRC to strongly support the establishment of an effective mechanism on strengthening compliance with IHL, but calls on the VP/HR to report to Parliament on her objectives and strategy in terms of realising this pledge in the forthcoming intergovernmental process to find ways to enhance the implementation of IHL as agreed at the 32nd International Conference of the Red Cross and Red Crescent in December 2015, which could strengthen the governance system of IHL.

Calls on the Foreign Affairs Council and the VP/HR to ensure that EU policies and actions related to IHL are developed in a coherent and effective way and that the implementation of IHL Guidelines falls primarily within the remit of the Council Working Group on Public International Law, chaired by the Council Presidency; emphasises, in this context, that the EU Guidelines commit ‘the appropriate Council working groups’ to monitoring situations where IHL may apply and, in such cases, to recommending action to promote compliance with IHL; calls for the EU and the Member States to provide more detailed reporting on the implementation of the Guidelines in specific conflict situations, in particular in the EU Annual Report on Human Rights and Democracy.

Deplores that a number of partners of the EU and its Member States are engaged in grave violations of international humanitarian law; calls for the EU to seize all bilateral tools at its disposal to effectively promote compliance with international humanitarian law by its partners, including through its political dialogue and, in the event that such dialogue yields no results, to consider other measures in accordance with the EU Guidelines on promoting compliance with international humanitarian law.

Reminds all parties that hospitals and medical personnel are explicitly protected under international humanitarian law and that the deliberate targeting of civilians and civilian infrastructure amounts to a war crime; calls for an impartial and independent investigation into all alleged violations of international human rights law and international humanitarian law, including the latest attacks targeting humanitarian infrastructure and personnel; calls on all parties to respect the human rights and freedoms of all Yemeni citizens, and stresses the importance of improving the security of all those working on peace and humanitarian missions in the country, including aid workers, doctors and journalists;

6. Calls for the EU to effectively promote compliance with international humanitarian law, as provided for in the relevant EU guidelines; stresses, in particular, the need for the EU to raise, in its political dialogue with Saudi Arabia, the necessity of complying with international humanitarian law, and, in the event that such dialogue yields no results, to consider other measures in accordance with the EU Guidelines on promoting compliance with international humanitarian law;

21. demande instamment que l'aide humanitaire soit fournie conformément au droit international humanitaire et que l'aide humanitaire européenne ne soit pas soumise à des restrictions imposées par d'autres donateurs partenaires; déplore et condamne le recours persistant au viol et à d'autres formes de violences sexuelles et sexistes contre les femmes et les jeunes filles en tant qu'arme de guerre dans les situations d'urgence humanitaire; souligne qu'il convient d'agir au regard de ces violences ainsi que leurs répercussions physiques et psychologiques; préconise un engagement à l'échelon mondial pour assurer d'emblée la protection des femmes et des jeunes filles dans les situations d'urgence ou de crise en veillant, dans les situations de crise humanitaire, à lutter contre les risques de violence sexuelle et sexiste, à mener des actions de sensibilisation, à poursuivre les auteurs de telles exactions, et à assurer aux femmes et aux jeunes fille l'accès à l'ensemble des services de santé sexuelle et génésique, notamment l'avortement médicalisé, plutôt que de perpétuer ce qui équivaut à un traitement inhumain, conformément au droit humanitaire international ainsi qu'aux conventions de Genève et leurs protocoles additionnels;
21. Urges that the provision of humanitarian aid follows international humanitarian law, and that EU humanitarian aid not be subject to restrictions imposed by other partner donors; expresses its concerns over, and condemns, the continued use of rape and other forms of sexual and gender-based violence against women and girls as a war weapon in humanitarian emergencies; emphasises that this violence, along with its physical and psychological consequences, needs to be addressed; calls for a global commitment to ensure that women and girls are safe from the start of every emergency or crisis by addressing the risk of sexual and gender-based violence, by raising awareness, by assuring the prosecution of the perpetrators of such violence, and by ensuring that women and girls have access to the full range of sexual and reproductive health services, including safe abortions, in humanitarian crises, rather than perpetuating what amounts to inhumane treatment, as required by international humanitarian law and as foreseen in the Geneva Conventions and their Additional Protocols;

40. demande à nouveau à la VP/HR et au SEAE d'appliquer effectivement et de manière systématique les lignes directrices de l'Union européenne concernant la promotion du droit humanitaire international , notamment en lien avec les conflits et les crises humanitaires dans des pays tels que la Syrie, l'Iraq, la Libye ou l'Ukraine; recommande dans ce contexte que le SEAE apporte son soutien aux organisations de la société civile qui mettent en avant le respect du droit humanitaire international par les acteurs étatiques et non étatiques; réclame en outre que l'Union recoure à tous les instruments dont elle dispose pour faire en sorte que les acteurs étatiques et non étatiques respectent mieux ce droit; demande à l'Union et à ses États membres de contribuer à l'initiative conjointe de la Suisse et du Comité international de la Croix-Rouge (CICR) pour le renforcement du respect du droit humanitaire international;
40. Reiterates its call on the VP/HR and the EEAS to effectively and consistently implement the EU Guidelines on International Humanitarian Law (IHL) , including in relation to conflicts and humanitarian crises in countries such as Syria, Iraq, Libya and Ukraine; recommends, in this context, that the EEAS support civil society organisations that promote respect for IHL by state and non-state actors; urges, moreover, that the EU actively use all instruments at its disposal to enhance compliance of state and non-state actors with IHL; calls for the EU and its Member States to contribute to the ongoing Switzerland/International Committee of the Red Cross initiative on strengthening compliance with IHL;

9. accueille favorablement l'initiative de la Commission de lancer un bon partenariat humanitaire (Good Humanitarian Partnership), qui renforce la réforme humanitaire mondiale en regroupant sur une plateforme commune donateurs, partenaires de mise en œuvre et bénéficiaires; se félicite de l'adoption par l'Union en 2005 des lignes directrices concernant la promotion du respect du droit humanitaire international; souhaite que l'Union joue un rôle de premier plan dans le suivi, la défense, la promotion, la diffusion et l'application du droit humanitaire international, y compris par les acteurs non étatiques, en vue de préserver l'espace humanitaire; souhaite également que tous les États membres qui ne l'auraient pas encore fait souscrivent sans réserve aux principes et bonnes pratiques pour l'aide humanitaire (GHD), précités; souligne la nécessité que ces principes soient traduits dans la pratique ainsi que la nécessité d'une évaluation régulière (bisannuelle) du respect de ceux-ci par les institutions de l'Union et par le rapporteur permanent du Parlement pour l'aide humanitaire;
9. Welcomes the Commission's initiative to launch a Good Humanitarian Partnership, enhancing global humanitarian reform by bringing together donors, implementing partners and beneficiaries in a joint platform and the adoption by the EU in 2005 of operational guidelines on the promotion of respect for IHL; wishes to see the EU play a leading role in monitoring the defence, promotion, dissemination and enforcement of respect for IHL, including by non-State actors, in order to preserve the humanitarian space; wishes to see all the Member States which have not yet done so subscribe without reservation to the above-mentioned Principles and Good Practice of Humanitarian Donorship (GHD); stresses the need for these principles to be translated into practice and for their observance to be assessed on a regular (biennial) basis by the EU institutions and Parliament's standing rapporteur on humanitarian aid;
