12. condamne les violences et les violations du droit humanitaire international actuellement commises par les belligérants partout dans le pays; reste particulièrement préoccupé par la dégradation constante de la situation des droits de l'homme, marquée notamment par des détentions arbitraires, des enlèvements, des exécutions extrajudiciaires, des tortures et des violences contre des journalistes, des militants politiques, des défenseurs des droits de l'homme et des minorités, notamment les Tarwagha;
12. Condemns the ongoing violence and violations of international humanitarian law committed by the warring parties throughout the country; remains gravely preoccupied at the continued deterioration of the human rights situation, including cases of arbitrary detention, abductions, unlawful killings and torture, as well as violence against journalists, political activists, human rights defenders and minorities, including the Tawerghans;

Stresses that today’s enormous humanitarian challenges require a more inclusive, diverse and truly global humanitarian system, to be strengthened at the WHS, that, at the same time, recognises the diversity in today’s humanitarian response system and the complementary roles of all actors; calls on the EU to promote a ‘Global Consensus on Humanitarian Action’ that reaffirms the principles of humanitarian aid and the obligations and entitlements under international humanitarian law (IHL), while ensuring people-centred and human rights-based protection responses, and holds governments accountable for their roles and responsibilities in protecting people; raises awareness of the negative impacts of the politicisation of humanitarian assistance, and recalls that the upholding of, and continued commitment to, core humanitarian principles is critical to ensure a humanitarian space in areas of conflict and natural disasters;

Le président Barroso a appelé à respecter le droit humanitaire international et à soutenir et faciliter les efforts déployés actuellement par les organisations humanitaires pour renforcer l'aide à l'ensemble de la population en détresse.

19. attire l'attention sur la nécessité urgente d'améliorer le respect des normes internationales en matière de droits de l'homme et de droit humanitaire dans les situations de conflit armé; appelle la haute représentante à tirer des enseignements des évènements tragiques au Mali et des autres récents conflits en vue de réviser les lignes directrices de l'Union concernant le droit humanitaire international, de rechercher une application plus efficace de ces lignes directrices et de soutenir l'initiative en cours du Comité international de la Croix-Rouge et du gouvernement suisse visant à réformer le cadre de gouvernance international actuel en matière de droit humanitaire international;
19. Draws attention to the urgent need to enhance compliance with the international human rights and humanitarian law norms in armed conflict situations; calls on the High Representative to learn lessons from the tragic events in Mali and other recent conflicts in order to review the EU guidelines on international humanitarian law (IHL), seek more effective implementation of those guidelines, and support the ongoing initiative of the International Committee of the Red Cross and the Swiss Government to reform the current international governance framework regarding IHL;

Dans les circonstances actuelles et conformément aux conclusions du Conseil de juin 2015, il y a lieu d'instituer des restrictions en matière de déplacements et un gel des avoirs à l'égard des personnes, des entités ou des organismes qui compromettent la démocratie ou qui font obstacle à la recherche d'une solution politique au Burundi, notamment par des actes de violence, de répression ou d'incitation à la violence, des personnes, des entités ou des organismes préparant, donnant l'ordre de commettre ou commettant des actes contraires au droit international des droits de l'homme ou au droit international humanitaire, selon le cas, ou constituant des atteintes graves aux droits de l'homme au Burundi, ainsi qu'à l'égard des personnes, des entités ou des organismes qui leur sont associés.
In the current circumstances and, in line with the Council Conclusions of June 2015, travel restrictions and an asset freeze should be imposed against persons, entities or bodies undermining democracy or obstructing the search for a political solution in Burundi, including by acts of violence, repression or inciting violence, persons, entities or bodies involved in planning, directing, or committing acts that violate international human rights law or international humanitarian law, as applicable, or that constitute serious human rights abuses, in Burundi, as well as persons, entities or bodies associated with them.

Ce règlement vise à mettre en oeuvre la position commune que le Conseil a approuvée à ce sujet le 16 septembre 1999 au vu des violations graves des droits de l'homme et du droit humanitaire international actuellement commises au Timor oriental.
The regulation is aimed at implementing the common position that the Council approved on this matter on 16 September 1999 in view of the serious violations of human rights and international humanitarian law taking place in East Timor.

Particularly against the background of recent events in Iraq, and following the adoption of Security Council Resolution 1502 on the security of UN personnel, the EU should also lend its unequivocal support to ongoing efforts in New York to strengthen the protection afforded by international law to humanitarian personnel and UN and associated personnel.

A cet égard, il est, selon l'Union européenne, de la plus haute importance que le Comité international de la Croix rouge (CICR), organisation neutre et indépendante chargée de veiller au respect du droit humanitaire international, ait librement accès aux personnes actuellement en détention sur le territoire de la République démocratique du Congo.
In this context the European Union believes it vitally important that the International Committee of the Red Cross (ICRC) as a neutral and independent organisation entrusted to ensure the application of international humanitarian law is granted unhindered access to persons currently being detained within the territory of the DRC.
