Il y est dit qu' «il faut consacrer une attention particulière à la nécessité de préserver la diversité génétique.toute tentative de reproduire un être humain génétiquement identique par substitution du noyau d’une cellule d’un adulte ou d’un enfant («clonage reproductif») devrait être interdite.La Communauté européenne devrait exprimer une condamnation ferme du clonage reproductif humain dans ses textes et ses règlements en la matière en cours d’élaboration ».
