The arguments that certain supporting documents were not taken into account relate not to the existence or adequacy of the statement of reasons but to the soundness of the reasons, which goes to the substantive legality of the contested measure (see to that effect the judgment in Case C‑17/99 France v Commission [2001] ECR I‑2481, paragraph 35), and will therefore be examined in the context of the eighth plea.
