10. souligne l'importance des huit défis fondamentaux visés dans le rapport conjoint sur les plans nationaux et demande la mise en place d'un processus approfondi d'information, de consultation et de participation aux stades de l'élaboration, du suivi et de l'évaluation de ces plans aux niveaux national, régional et local, avec la participation des institutions nationales, mais aussi régionales et locales, des ONG, des acteurs sociaux et économiques et des partenaires et instances représentant les personnes exclues ou qui risquent de l'être; attire l'attention sur la nécessité d'associer également les parlements nationaux et régionaux des États membres à l'élaboration, à l'accompagnement et à l'évaluation des plans nationaux d'inclusion sociale;

Highlights the importance of the eight core challenges identified in the joint report on the National Action Plans and calls for a more thorough process of information, consultation and participation in drawing up, following up and evaluating these plans at national, regional and local level with the involvement of not only national but also regional and local institutions, as well as the NGOs, the social and economic operators and partners and bodies representing persons who are excluded or at risk from exclusion; points out in particular that the national and regional parliaments of the Member States must also play a role in drawing up, overseeing, and assessing the National Action Plans for social inclusion;
