Je tiens aussi à signaler que même si Hong Kong est une région administrative spéciale de la République populaire de Chine, elle est gouvernée suivant une approche « un pays, deux systèmes » aux termes de la Loi fondamentale, un document qui est souvent appelé la mini-constitution de Hong Kong.
I should also note that even though Hong Kong is a special administrative region of the People's Republic of China, it is governed under the “one country, two systems” approach set out in the Basic Law, a document often referred to as the Hong Kong mini-constitution.

Points out that, in view of the disappointing outcome of the Hong Kong Ministerial Conference, "WTO conditionality" has become irrelevant for the purposes of the present brief to negotiate with Mercosur and even more so for the purposes of the future briefs for the negotiations with CAN and Central America; maintains that in the current circumstances it is instead more feasible to finalise an agreement with Mercosur containing an agricultural chapter compatible with the timetable and the 2013 cut-off date agreed in Hong Kong, which allow transitional periods to be laid down by mutual agreement;

It also states the Commission's confidence in the efforts being made to ensure that the independent passport to be issued by the SAR on its own authority is secure, that Hong Kong should be assessed after the handover on its own merits for visa purposes, as it is now, and that free access to the EU would be in the interests both of the EU and of Hong Kong.
