Cet accord vise à encourager le développement socioéconomique conjugué de Hong Kong et Guangdong ainsi qu'à tirer parti de la compétitivité des secteurs des services de Hong Kong et des industries manufacturières de Guangdong pour constituer une plateforme internationale moderne se trouvant à la pointe des secteurs manufacturier et des services.
It aims to promote joint socio-economic development in Hong Kong and Guangdong and to capitalise on the competitiveness of Hong Kong's service industries and Guangdong's manufacturing industries to build an advanced global manufacturing and modern services base.

The Contracting Parties take note that, under the Hong Kong SAR's current immigration laws, a "residence authorisation" in the meaning of Article 1(f) is, in particular, issued in all cases where a person is given permission to land in Hong Kong:

The Commission has now re-examined this matter and decided that, in the absence of any export price from the People's Republic of China, the Chinese export price could only be established by way of construction on the basis of the price at which the product concerned was resold by the Hong Kong exporter to independent Community customers, in accordance with Article 2 (8) (b) of that Regulation.
