At the request of the Commission, a report was published on 25 February 2009 by a High-Level Group chaired by Jacques de Larosière and concluded that the supervisory framework of the financial sector of the Union needed to be strengthened to reduce the risk and severity of future financial crises and recommended far-reaching reforms to the structure of supervision of that sector, including the creation of a European System of Financial Supervisors, comprising three European supervisory authorities, one each for the banking, the insurance and occupational pensions and the securities and markets sectors, and the creation of a European Systemic Risk Council.

Mr Spierenburg was the chief Dutch negotiator of the Treaty of Paris, a member of the High Authority for ten years and its Vice-President between 1958 and 1962. Mr Poidevin, a professor at the University of Strasbourg-III, specializes in Community history from the origins of the European project. Together they have written an essential chapter in the political and economic history of the 20th century: the history of the ECSC High Authority, a body whose fifteen years of experience provided us with a model from which we can still learn much today.

En particulier, les parties conviennent : - que des réunions se tiendront régulièrement entre les chefs d'Etat des pays du Mercosur et les plus hautes autorités de l'Union européenne ; - qu'une réunion se tiendra chaque année entre les ministres des Relations extérieures du Mercosur et les ministres des Relations extérieures des Etats membres de l'Union européenne, en présence de la Commission européenne ; - qu'en outre des réunions auront lieu entre d'autres ministres compétents pour les questions d'intérêt commun ; - que des réunions se tiendront périodiquement entre hauts fonctionnaires des deux parties.
In particular, the parties agree to hold: - regular meetings between the Heads of State of the countries of Mercosur and the highest authorities of the European Union, - an annual meeting of the Ministers for Foreign Affairs of Mercosur and of the member States of the European Union, attended by the European Commission, - meetings of other Ministers responsible for matters of mutual interest, - and periodic meetings of senior officials from both Parties.
