I. considérant que l'exemption accordée aux obtenteurs au titre de l'article 27, point c), de l'accord JUB ne sera applicable qu'aux brevets accordés dans le cadre du système de brevet unitaire et ne s'appliquera pas automatiquement aux brevets nationaux dans l'Union, ce qui entraînera un défaut d'harmonisation au regard de la possibilité d'utiliser à des fins d'obtention végétale du matériel obtenu à partir de procédés essentiellement biologiques relevant d'un brevet;
I. whereas the exemption for breeders provided for in Article 27(c) of the UPC Agreement will only be applicable to patents granted under the unitary patent system and will not automatically apply to national patents within the EU, which will result in a non‑harmonised situation as regards the possibility of breeding with material obtained from essentially biological processes falling under the scope of a patent;

a) à l’harmonisation des mécanismes de financement des systèmes de garantie des dépôts traitant notamment des effets d’une absence d’harmonisation en cas de crise transfrontalière, au regard de la disponibilité des fonds pour le remboursement des dépôts et de la nécessité de garantir une concurrence équitable, ainsi que des avantages et des coûts liés à une telle harmonisation.
(a) the harmonisation of the funding mechanisms of deposit-guarantee schemes addressing, in particular, the effects of an absence of harmonisation in the event of a cross-border crisis, in regard to the availability of the compensation payouts of the deposit and in regard to fair competition, and the benefits and costs of such harmonisation.

10. renouvelle son appel en faveur d'une harmonisation systématique des besoins militaires et d'un processus harmonisé de l'Union en matière de planification et d'acquisition dans le domaine de la défense, à la hauteur des ambitions de l'Union et en coordination avec le processus d'établissement des plans de défense de l'OTAN; encourage les États membres à envisager, au regard du niveau accru de garanties de sécurité fourni par la clause de défense mutuelle, d'ériger la coopération multinationale en matière de développement des capacités et, le cas échéant, la spécialisation au rang de principes fondamentaux de leur planification de la défense;
10. Reiterates its call for systematic harmonisation of military requirements and a harmonised EU defence planning and acquisition process, matching up to the EU’s level of ambition and coordinated with the NATO Defence Planning Process; taking into account the increased level of security guarantees provided by the mutual defence clause, encourages the Member States to consider multinational cooperation on capability development and, where appropriate, specialisation as core principles of their defence planning;

invite les États membres et les autorités locales à prendre davantage de mesures pour faciliter la circulation des citoyens de l'Union entre les États membres, notamment au regard de questions pratiques telles que la délivrance des documents de résidence, les permis de travail, le transfert des immatriculations de véhicules, la reconnaissance des polices d'assurance personnelle et pour les véhicules émises dans un autre État membre, le transfert des dossiers médicaux, des règles claires en matière de remboursement des dépenses médicales, et beaucoup d'autres domaines qui, bien souvent, n'évoluent pas correctement en dépit des efforts consentis pour les harmoniser au niveau de l'Union; invite la Commission à réunir toutes les informations pertinentes et à les diffuser auprès des citoyens de l'Union.
Calls on Member States and local authorities to take further measures to facilitate the movement of Union citizens between Member States, especially with regard to practical issues such as issuing residence papers, work permits, the transfer of vehicle registrations, recognition of personal and vehicle insurance policies issued in another Member State, the transfer of medical records, clear rules on the reimbursement of medical expenses, among many other issues, which very often do not function properly despite efforts to harmonise them at EU level; and calls on the Commission to collect all relevant information and make it available to Union citizens.

La persistance d'écarts importants d'interprétation des règles de reconnaissance du statut de réfugié en application de cette directive serait le signe évident de l'insuffisance de l'harmonisation au regard de l'objectif de statut uniforme.
If it is pointed out that there remain wide divergences of interpretation of the rules governing refugee status under the directive, that would be clear evidence that there is inadequate harmonisation in terms of the objective of a uniform status.

À cet égard, la communication de la Commission intitulée "L'harmonisation comptable: une nouvelle stratégie au regard de l'harmonisation internationale" appelait l'Union européenne à oeuvrer pour préserver la cohérence des directives comptables communautaires avec les travaux menés au niveau international, notamment par l'IASC (International Accounting Standards Committee), en matière de normalisation comptable.
In this respect, the Communication of the Commission entitled "Accounting Harmonisation: A New Strategy vis-à-vis International Harmonisation" called for the European Union to work to maintain consistency between Community Accounting Directives and developments in international accounting standard setting, in particular within the International Accounting Standards Committee (IASC).
