8. relève que les licenciements à Duferco et NLMK devraient être préjudiciables à la région du Hainaut, un ancien bassin minier et sidérurgique, dans lequel l'emploi est fortement tributaire de l'industrie lourde traditionnelle et du secteur public et où, en 2012, le taux de chômage était de 17,7 % (contre une moyenne de 15,8 % pour l'ensemble de la Wallonie et de 11,2 % au niveau national ), avec un pic de 39 % chez les 18-25 ans; souligne que la faiblesse du niveau de qualification des demandeurs d'emploi (51 % d'entre eux n'ont pas terminé l'enseignement secondaire supérieur, contre 47 % dans l'ensemble de la Wallonie) constitue un handicap supplémentaire dans leurs recherches d'emploi;

Notes that the redundancies at Duferco and NLMK are expected to have a negative impact on the Hainaut region, a former coal-mining and steelmaking area in which employment is strongly dependant on traditional heavy industry and on the public sector, where in 2012 the unemployment rate was 17,7 %, compared to 15,8 % on average in Wallonia and 11,2 % at national level and peaked at 39 % for the persons aged from 18 to 25; highlights that the low level of qualification of jobseekers (51 % do not have higher secondary education, compared to 47 % in Wallonia) is an additional difficulty for the job search;

La Commission va-t-elle confirmer cette décision et ainsi accentuer l'écart de traitement entre les Hainauts français et belge et instaurer une concurrence faussée entre les territoires et compromettre les efforts de partenariat entre les deux régions, ou va-t-elle faire bénéficier du fonds de «convergence» à titre dérogatoire le Hainaut français comme ce fut le cas en 2000?
Does the Commission intend to confirm this decision, thereby accentuating the discrepancy in treatment between the French and Belgian regions of Hainaut and creating unfair competition between the areas, jeopardising efforts to forge partnerships between the two regions, or will it grant an exemption to allow the French region of Hainaut to benefit from Convergence funds as was the case in 2000?
