Emphasises the continuing crucial importance of increased EU engagement with African regional actors such as the AU, ECOWAS, the Arab Maghreb Union, and the African regional human rights instruments in generating sustained progress in the human rights and democracy initiatives in the Sahel; urges neighbouring countries such as Senegal, Algeria and Morocco to contribute leadership and help to create a genuine regional dynamic which will boost regional economic development and human rights; recognises ultimately that the lasting solutions to the Sahel’s problems must come from within that region and be fully owned by its own people; calls, nevertheless, on the EU to continue its commitment to working with and assisting Sahel partners with all appropriate means at its disposal to improve the quality of life of the people in that region and to strengthen ties with their democratic governments;

Ce consensus ne pourra être obtenu que si tous les pays obéissent à une règle contraignante dès lors qu’ils dépassent une limite de soutenabilité, c’est-à-dire dès que leur production de GES par habitant et par an excède celle qui permettrait, si elle était respectée par toute l’humanité, de ne plus contribuer à la dérive climatique (Cette quantité est de l’ordre de 500 à 600 kg de carbone dans le CO2 par habitant et par an pour une population prévue de 9 milliards d’êtres humains). Such a consensus will only be obtained if all countries follow restrictive regulations once they pass a sustainable limit, i.e. when their GHG production per inhabitant per year exceeds that which would result, if respected by everybody, in zero climate change (This quantity is in the region of 500 to 600 kg of carbon in CO2 per inhabitant per year for a predicted population of 9 billion human beings.) In any event, the Conference of the Parties (COP 6) in The Hague envisaged that the allocations per person authorised in each country would converge by around 2050.

This is because it will create a situation in which entities with a few thousand inhabitants are entitled to be represented as such in the Union, each one having a minister and a right to vote in every formation of the Council, one Commissioner, a quota of Commission staff, and members of the European Parliament, as well as having its language recognised as an official language of Europe, whereas historic regions with several million inhabitants, which make a major contribution to the economic dynamism of the Union and to the funding of its budget would still be unrecognised by the European treaties.
