The Candidate Countries Turkey, the former Yugoslav Republic of Macedonia*, Montenegro*, Serbia* and Albania*, the country of the Stabilisation and Association Process and potential candidate Bosnia and Herzegovina, and the EFTA countries Iceland, Liechtenstein and Norway, members of the European Economic Area, as well as Ukraine, the Republic of Moldova, Armenia, Azerbaijan and Georgia, align themselves with this declaration.* The former Yugoslav Republic of Macedonia, Montenegro, Serbia and Albania continue to be part of the Stabilisation and Association Process.

23. Reaffirms the need to strive for the regional stability and security that are necessary to achieve the goals of the Eastern Partnership, also in the context of further integration with the EU; urges further efforts to progress towards the resolution of the territorial conflicts in Georgia, Azerbaijan, Armenia and Moldova; recalls in this respect its position that the conclusion of the association agreements between the EU and Armenia and Azerbaijan should be linked to progress towards the resolution of the Nagorno-Karabakh conflict, in accordance with UN Security Council resolutions 822, 853, 874 and 884 of 1993 and the OSCE Minsk Group Basic Principles enshrined in the L’Aquila joint statement of 10 July 2009;

35. Underlines the importance of the political dimension of the ENP; advocates stronger EU support for regional political cooperation projects such as the Community of Democratic Choice, GUAM (Georgia, Ukraine, Azerbaijan and Moldova) and the Organization of the Black Sea Economic Cooperation (BSEC) in order to promote democracy, confidence, multilateral cooperation and sustainable development within the region more efficiently;

urge, therefore, that the energy sector of Ukraine fully comply with principles of market economy and transparency, in particular as far as prices, network access and efficiency are concerned; support rapid integration of Ukraine into the European Energy Community; note the importance of Ukraine's signing up to the Energy Community Treaty; in this regard, urge the speeding-up of the procedure for nuclear safety evaluation of all operating nuclear power plants in Ukraine, in accordance with the work programme of the Joint Working Group on Nuclear Safety; assist diversification of Ukraine's resources, e.g. by accessing direct supplies from Central Asia; strengthen its strategic role as a transit country for supplying the EU with oil and gas, e.g. by backing a reversal of the Odessa-Brody pipeline and advocating its extension into the EU; emphasise the need to involve Ukraine in the development of the Nabucco gas pipeline project, to complete the Caspian Sea-Black Sea-EU energy corridor and to join Ukraine's electricity grid to the UCTE network; press for a strengthening of energy cooperation within the framework of the Georgia, Ukraine, Azerbaijan, Moldova alliance (GUAM);

Il suffit de se rendre en Géorgie, en Azerbaïdjan ou en Arménie pour se rendre compte que ces citoyens se sentent Européens, et donc que nous n'avons absolument aucune raison de leur nier, comme nous le faisons de mille façons, cette perspective européenne.
One need only travel to Georgia, Azerbaijan or Armenia to ascertain that the people of these countries feel European, and so we have no reason whatsoever to deny them the prospect of a European future, which we have been doing in countless ways.

The reason that living conditions in Armenia, Georgia and Azerbaijan are so difficult, particularly Armenia and Georgia, is the constant, daily work of the Russian Federation, which the European Union is not acting against in any specific way.
