Les plaignants, en particulier, ont fait valoir qu’il était prématuré, à ce stade, d’escompter un changement important de la structure du marché car le passage au bioéthanol de nouvelle génération prendra très certainement beaucoup de temps et ne devrait donc pas entrer en ligne de compte dans la présente proposition. Il serait également prématuré d’anticiper les résultats de certaines propositions de réglementation en cours de discussion et les effets qu’elles auraient sur l’ensemble des opérateurs du marché.
The complainants in particular claimed that it would be too early to assume at this stage a major change in the market patterns as the shift to new generation bioethanol may very likely take a considerable amount of time and should not be taken into account in the current proposal. Likewise, it would also be premature to assume what the outcome and the impact of some of the regulatory proposals currently discussed would be for all the operators in the market.
