Le 17 décembre 2015, le Conseil de sécurité des Nations unies a adopté la résolution 2253 (2015) rappelant que l'État islamique en Iraq et au Levant (EIIL, également connu sous le nom de Daech) est un groupe dissident d'Al-Qaida et que tous les individus, groupes, entreprises ou entités qui apportent un appui à l'EIIL (Daech) ou à Al-Qaida sont susceptibles d'être inscrits sur la liste des Nations unies.
On 17 December 2015, the United Nations Security Council adopted Resolution (UNSCR) 2253 (2015) recalling that the Islamic State in Iraq and the Levant (ISIL, also known as Da'esh) is a splinter group of Al-Qaida and that any individual, group, undertaking or entity supporting ISIL (Da'esh) or Al-Qaida is eligible for listing by the United Nations.

E. whereas a number of recent terrorist attacks by ISIS/Daesh, including an attack on a training centre in Zliten on 7 January 2016 and other attacks on oil infrastructures and storage facilities, show an increase in activity by the terrorist group in the country; whereas up to 3 000 ISIS/Daesh fighters are now reportedly resident in the city of Sirte and the terrorist group is expanding its influence along the Mediterranean coast; whereas there has been a surge of foreign fighters travelling to join terrorist organisations in Libya;

6. condamne fermement les derniers attentats en date du groupe État islamique et exprime ses plus sincères condoléances aux familles des victimes; rappelle que le groupe État islamique et d'autres organisations terroristes se nourrissent du terreau du chaos et du désordre, et est convaincu qu'ils feront tout ce qui est en leur pouvoir pour empêcher la formation du gouvernement d'union nationale; est d'avis qu'un gouvernement ouvert et respectueux de l'état de droit qui pourvoit aux besoins de ses citoyens est le meilleur moyen d'endiguer la radicalisation et, en définitive, de lutter contre le terrorisme;
6. Strongly condemns the latest terrorist attacks by ISIS/Daesh and expresses its deep sympathy and condolences to the families of the victims; reiterates that ISIS/Daesh and other terrorist organisations thrive on chaos and disorder and is convinced that they will do everything in their power to undermine the formation of a national government; believes that an inclusive government upholding the rule of law and providing for the needs of its citizens is the best way to halt the spread of radical sentiments and ultimately the best way to counter terrorism;

1. invite l'Union et ses États membres à s'attaquer aux causes profondes de la détérioration rapide de la situation dans la région MOAN par une démarche complète et ambitieuse; soutient la campagne menée au niveau international contre le groupe "État islamique" et salue l'engagement des partenaires de la coalition à collaborer selon une stratégie commune; se félicite, notamment, de la participation de certains États membres de l'Union à la coalition internationale contre le groupe "État islamique", tant sous forme de frappes militaires que de participation logistique, financière et humanitaire; demande toutefois l'accroissement de la mobilisation dans tous les domaines et souligne la nécessité de mieux coordonner les actions entreprises; observe que ces actions pourraient utilement être coordonnées sous l'égide de l'Union, si nécessaire dans le cadre d'une opération relevant de la politique de sécurité et de défense commune (PSDC), et demande à l'Union, à cet effet, de mettre en place des capacités opérationnelles suffisantes et une véritable défense européenne commune; souligne néanmoins que la lutte contre Daech, le Front Al-Nosra et les autres groupes terroristes doit trouver une réponse sur mesure, adaptée en fonction des particularités politiques et régionales; invite l'Union à jouer le rôle de médiateur principal dans le dialogue régional et à y associer toutes les parties concernées, y compris la LEA, l'Arabie saoudite, l'Égypte, la Turquie et l'Iran; rappelle qu'il est essentiel de répondre aux demandes légitimes des populations locales, notamment exprimées lors du printemps arabe de 2011, afin d'assurer la stabilité à long terme de la région; relève l'annonce récente par la Ligue arabe de la formation d'une unité de réponse rapide opérationnelle, particulièrement axée sur la lutte contre le groupe "État islamique" et d'autres groupes terroristes émergents;

Calls on the EU and its Member States to address the root causes of the rapidly deteriorating situation across the MENA region through a holistic and ambitious approach; supports the international campaign against ISIL/Da’esh and welcomes the commitment of the coalition partners to working together under a common strategy; welcomes, in particular, the action taken by the EU Member States participating in the international coalition against ISIS, whether in the form of military strikes or through logistical, financial and humanitarian participation; calls, however, for increased mobilisation in all spheres and emphasises the need for better-articulated actions; notes that these actions could usefully be coordinated under the auspices of the EU, if necessary as part of a Common Security and Defence (CSDP) operation, and to this end calls on the EU to develop sufficient operational capacity and to put in place a true common European defence; stresses, however, that a tailored response must be found, based on political and cross-regional differences, to the issue of combating ISIL/Da’esh, the al-Nusra Front and other terrorist groups; calls on the EU to take on the role of main facilitator of a regional dialogue involving all regional stakeholders, in particular the LAS, Saudi Arabia, Egypt, Turkey and Iran; recalls the importance of addressing the legitimate demands of local populations, notably as expressed during the Arab uprisings of 2011, with a view to ensuring the long-term stability of the region; notes the recent announcement by the LAS of the formation of a standing rapid-response unit, with a particular emphasis on fighting ISIS and other emerging terrorist groups;

6. se félicite des efforts menés par la communauté internationale, et notamment les États-Unis, pour soutenir les autorités nationales et locales iraquiennes dans leur lutte contre le groupe "État islamique", arrêter la progression du groupe et faciliter le passage de l'aide humanitaire; apporte son soutien à la coalition mondiale contre le groupe "État islamique" et aux efforts qu'elle mène pour le combattre, y compris avec des moyens militaires; invite instamment la communauté internationale à fournir l'aide nécessaire pour que les personnes présentes en Iraq survivent à l'hiver, notamment les familles yézidies restées sur le mont Sinjar où elles défendent leurs lieux de culte menacés de destruction par le groupe "État islamique";
6. Welcomes the efforts of the international community, notably the US, to support the Iraqi national and local authorities in their fight against IS, to stop the advance of IS and to facilitate access for humanitarian support; supports the global coalition against IS and its efforts to combat it, including by military means; urges the international community to deliver the necessary life-saving assistance for people in Iraq over the winter, including the Yazidi families who are still on Mount Sinjar defending their temples against destruction by IS;
