In order to fully accomplish the high standards of human rights set out in the Trade Agreement, to which both the Andean governments and the European Union are committed, suggests that the parties involved swiftly establish a dedicated domestic advisory group (DAG) on human rights and democratic principles, which should accompany and monitor the implementation of this or other Trade Agreements and work as an effective internal consultation body to the domestic offices that participate in the Committee on Trade of the Trade Agreement, using as a model for its operation the legal framework envisaged in the Trade Agreement for the participation of civil society in the Subcommittee on Trade and Sustainable Development; calls on the parties to the Trade Agreement to guarantee these DAGs the same level of binding involvement for civil society as in the Free Trade Agreement with South Korea, including a formalised and institutionalised complaint mechanism; calls on the parties, furthermore, to ensure the full independence of the DAGs, including as regards their own choice of members of the DAGs;

Que la Chambre créé un comité spécial chargé de poursuivre l’étude de la réforme électorale telle que décrite par le Comité permanent de la procédure et des affaires de la Chambre dans son 43e rapport, lors de la 38e législature, et de faire d’autres recommandations permettant de renforcer et moderniser les systèmes démocratique et électoral; que la composition de ce comité spécial soit établie par le Comité permanent de la procédure et des affaires de la Chambre et que le Comité en fasse rapport à la Chambre dans les cinq jours de séance suivant l’adoption de la présente motion; qu’il soit permis, au besoin, de remplacer des membres du comité spécial conformément aux dispositions de l'article 114(2) du Règlement; que le comité spécial soit investi de tous les pouvoirs conférés aux comités permanents par l’article 108 du Règlement; que la durée des interventions de ses membres soit limitée à 10 minutes, quel que soit le sujet traité; que le comité spécial soit autorisé à tenir des audiences partout au Canada; que le comité spécial soit autorisé à étudier l’opportunité d’établir un groupe consultatif de citoyens et à faire un rapport intérimaire à la Chambre à ce sujet dans les six semaines suivant sa création, et qu’il présente son rapport final à la Chambre des communes au plus tard le 1er mars 2008.
That a special committee of the House be created to continue the work on electoral reform as outlined in the 43rd Report of the Standing Committee on Procedure and House Affairs from the 38th Parliament and to make further recommendations on strengthening and modernizing the democratic and electoral systems; that the membership of the special committee be established by the Standing Committee on Procedure and House Affairs and the membership report of the special committee be presented to the House within five sitting days after the adoption of this motion; that substitutions to the membership of the special committee be allowed, if required, in the manner provided by Standing Order 114(2); that the special committee have all of the powers granted to standing committees by Standing Order 108; that there be a maximum length for speeches by members of the special committee of 10 minutes on any single item; that the special committee be authorized to hold hearings across Canada; that the special committee be allowed to look into creating a citizens’ consultation group and issue an interim report to the House on this matter within six weeks of the special committee being struck; and that the special committee table its final report in the House of Commons no later than March 1, 2008.

7. IS OF THE VIEW that, when considering with other Parties further commitments for Annex I Parties, a number of other issues will need to be explored, and LOOKS FORWARD to identifying these issues in time for the Ad hoc Open-ended Working Group on Article 3(9) of the Kyoto Protocol and with a view to informing the review process under Article 9(2) of the Protocol; EMPHASISES the need to ensure that there is no gap between the first and second commitment periods; LOOKS FORWARD to a successful discussion in the Ad hoc Open-ended Working Group on Article 3(9) of the Kyoto Protocol;
