At the heart of everything that is at stake with governance, it would appear logical that the positions of President of the Euro-Group and Commission Vice-President for economic affairs should be held by the same individual, as was done for foreign policy with the High Representative.

Il s'agit notamment: - d'examiner avec les deux groupes consultatifs (groupe de développement technique des systèmes de paiement et groupe de liaison des utilisateurs des systèmes de paiement) les moyens de bien préparer les systèmes de paiement à l'introduction de l'écu; . - de progresser rapidement, dans le cadre de la Task force d'experts gouvernementaux, dans la voie de l'harmonisation des procédures de déclaration des paiements à distance transfrontaliers en vue de l'établissement de statistiques de la balance des paiements (la Commission voudrait que les opérations inférieures à 10 000 écus soient exemptées); - de poursuivre les discussions avec les experts juridiques des États membres, les représentants des banques centrales et l'IME, en vue d'harmoniser le cadre juridique des paiements transfrontaliers, en particulier l'irrévocabilité du règlement pour les virements (une directive concernant l'irrévocabilité du règlement pourrait être proposée en 1995); - de maintenir des contacts avec les parties intéressées en vue de l'interconnexion des chambres de compensation automatisées (les CCA, qui traitent les virements au niveau national) afin d'apprécier la contribution qui peut être apportée aux progrès dans ce domaine; - de demander l'avis des deux groupes consultatifs de la Commission sur les résultats d'une étude indépendante, qui doit être terminée en juin 1995, portant sur l'information à fournir aux clients en vue de l'utilisation des cartes de paiement pour les paiements transfrontaliers (paiements face à face), et évaluer les mesures de suivi appropriées; - de lancer une étude sur les implications réglementaires, pour l'Union européenne, de l'utilisation des cartes prépayées, notamment en ce qui concerne la stabilité du système bancaire, la protection des consommateurs et la promotion de l'interopérabilité des services bancaires transfrontaliers.
These include: - discussions with its two consultative groups (the Payments Systems Technical Development Group and the Payment Systems Users Liaison Group) on the ways in which the payment systems can best be prepared for the introduction of the Ecu - rapid progress, in the framework of an existing Task Force of government experts, on harmonising procedures for reporting cross- border credit transfers for the purposes of compiling balance of payments statistics (the Commission wants transactions below 10,000 Ecus exempted) - continuing discussions with Member State legal experts, central bank representatives and the EMI on harmonising the legal framework for cross-border payments, in particular settlement finality for credit transfers (a Directive on settlement finality could be proposed in 1995) - maintaining contact with interested parties on the establishment of linkages between automatic clearing houses (ACHs, which process payments transfers at the national level) to assess how best to contribute to progress in this area - consulting with the Commission's two consultative groups on the results of an independent study to be completed in June 1995 on the information given to customers when using payment cards for cross-border payments (so-called face-to-face payments), and assessing the appropriate follow-up measures - launching a study on the regulatory implications for the EU of the use of pre-paid payment cards, particularly as regards the stability of the banking system, consumer protection and the promotion of interoperable cross-border banking services.
