TRADUCTIONS EN CONTEXTE

Conformément à l’article 90 (ci-après les «modalités d’exécution du règlement financier»), la décision portant adoption du programme de travail annuel visé à l’article 110 du règlement financier peut valoir décision de financement, à condition qu’elle constitue un cadre suffisamment précis.
According to Article 90 (hereinafter referred to as the ‘Implementing Rules’), the decision adopting the annual work programme referred to in Article 110 of the Financial Regulation may be considered to be the financing decision provided that this constitutes a sufficiently detailed framework.

1. La Commission adopte le programme de travail annuel en application de l’article 110 du règlement financier et des articles 90 et 166 du règlement (CE, Euratom) no 2342/2002 de la Commission du 23 décembre 2002 établissant les modalités d’exécution du règlement (CE, Euratom) no 1605/2002 du Conseil portant règlement financier applicable au budget général des Communautés européennes (15), conformément à la procédure de gestion visée à l’article 16, paragraphe 4, du présent règlement.
1. The Commission shall adopt the annual work programme pursuant to Article 110 of the Financial Regulation and Articles 90 and 166 of Commission Regulation (EC, Euratom) No 2342/2002 of 23 December 2002 laying down detailed rules for the implementation of Council Regulation (EC, Euratom) No 1605/2002 on the Financial Regulation applicable to the general budget of the European Communities (15) in accordance with the management procedure referred to in Article 16(4) of this Regulation.

Les échéanciers des paiements devraient être inclus dans les documents de travail accompagnant l'avant-projet de budget, énumérés dans le règlement financier, et non plus dans le budget même puisqu'ils ne sont pas pertinents aux fins de la procédure budgétaire et constituent une surcharge inutile.
Payment schedules should be included in the working documents accompanying the preliminary draft budget listed in the Financial Regulation instead of in the budget itself, as they are not relevant to the budgetary procedure and are unnecessarily burdensome.

2. Pour les subventions, la décision arrêtant le programme de travail annuel visé à l’article 110 du règlement financier est considérée comme étant la décision de financement au sens de l’article 75 du règlement financier, à condition qu’elle constitue un cadre suffisamment précis.
2. For grants, the decision adopting the annual work programme referred to in Article 110 of the Financial Regulation shall be considered to be the financing decision within the meaning of Article 75 of the Financial Regulation, provided that it constitutes a sufficiently detailed framework.

simplification of legislation can contribute to more efficient control at a lower cost; many components are already in place, but evidence should be better provided; operational level management declarations and synthesis reports by national coordinating bodies has to be developed in the Member States; a new budgetary principle for an effective and efficient internal control is proposed in the Financial Regulation; sharing of control and audit information between the different control levels in the Commission and Member States will be enhanced; common guidelines per policy family will be further promoted; the potential added value of audit work done by the supreme audit institutions of the Member States in line with international auditing standards will also be examined.

Conformément audit article, la Fondation européenne pour l'amélioration des conditions de vie et de travail doit adopter une réglementation financière conforme au règlement (CE, Euratom) n° 2343/2002 de la Commission du 19 novembre 2002 portant règlement financier-cadre des organismes visés à l'article 185 du règlement (CE, Euratom) n° 1605/2002 du Conseil portant règlement financier applicable au budget général des Communautés européennes(6).
Pursuant to that Article, the European Foundation for the Improvement of Living and Working Conditions must adopt financial rules in conformity with Commission Regulation (EC, Euratom) No 2343/2002 of 23 December 2002 on the framework Financial Regulation for the bodies referred to in Article 185 of Council Regulation (EC, Euratom) No 1605/2002 on the Financial Regulation applicable to the general budget of the European Communities(6).

Il invite le Groupe à s'impliquer activement dans d'autres volets de la gestion et du contrôle financiers, tout particulièrement dans le renforcement de la collaboration avec les Etats candidats à l'adhésion à l'Union européenne, dans la mise en oeuvre d'Agenda 2000 et dans l'élaboration de la refonte globale du règlement financier ainsi que des propositions qui paraîtront utiles à l'amélioration de la gestion financière, du contrôle financier et de la lutte contre la fraude au sein des Communautés.
It invites the Group to become actively involved in other aspects of financial management and control, especially strengthening collaboration with the States that have applied to join the European Union, implementation of Agenda 2000, recasting the Financial Regulation and any proposals that might seem conducive to improving financial management, financial control and the fight against fraud in the Communities.

La Commission compte également présenter une proposition de révision générale du règlement financier du budget communautaire suite au débat entamé par le Parlement européen et le Conseil sur base du document de travail qu'elle a présenté en juillet 1998.
Another proposal in the pipeline is for the revision of the Financial Regulation applicable to the Community budget following the debate which began in the European Parliament and the Council on the basis of a Commission working document presented in July 1998.
