Notes that, due to the size of projects and their financial envelopes, there is no real substitute for national or Community funding; observes that the often-embraced hope of seeing growth in the participation of private investors remains for the moment, with a few rare exceptions, unrealised; takes note of the adoption of the new Regulation (EC) No 807/2004 of the European Parliament and of the Council of 21 April 2004 amending Council Regulation (EC) No 2236/95 laying down general rules for the granting of Community financial aid in the field of trans-European networks , which allows aid to be concentrated on projects which have the greatest need (priority cross-frontier projects, or those crossing natural obstacles), and increases the maximum rate of support for priority projects to 20%-30% and to 50% in exceptional cases;

5. demande aux États membres d'apporter leur appui à la création d'une agence pour l'approvisionnement et la recherche stratégique; souligne que celle‑ci devrait jouer un rôle actif dans la gestion de la passation des marchés d'armements et la recherche; précise qu'il ne lui appartiendrait pas de diriger les agences chargées de la passation des marchés dans les États membres, mais de surveiller et de coordonner la recherche fondamentale et d'animer et de conduire de grands projets transfrontaliers;
5. Calls on the Member States to support the creation of a Procurement and Strategic Research Agency; stresses that it should play an active role in the management of armaments procurement and in research, and that it should not run Member States' procurement agencies, but should, rather, oversee and coordinate fundamental research and lead and manage large crossborder projects;

Calls for this agency to be concerned primarily with equipment and weapons for crisis intervention, and for it to have its own budget, to be centred on R D in the field of new technology; it should not run Member State procurement agencies but should oversee and coordinate them, and should lead and manage large cross-border projects; calls on the Member States to entrust to this agency the long-term task of creating a central financial mechanism for assessing the Member States' contribution to the Union's needs;
