La Grande Assemblée nationale de Turquie s’est réunie symboliquement lors d’une séance extraordinaire dès le 16 juillet et a adopté une déclaration approuvée par tous les partis représentés au Parlement.
The Turkish Grand National Assembly symbolically held a special session already on 16 July and adopted a declaration approved by all parties represented in Parliament.

se félicite de la ratification par la Grande Assemblée nationale turque du protocole facultatif se rapportant à la Convention des Nations unies contre la torture et demande à la Turquie d'en appliquer les dispositions sans délai et en coopération étroite avec le sous-comité pour la prévention de la torture et autres peines ou traitements cruels, inhumains ou dégradants;
Welcomes the ratification by the Turkish Grand National Assembly of the Optional Protocol to the UN Convention against Torture, and calls on Turkey to implement its provisions without delay and in close cooperation with the Subcommittee on Prevention of Torture and other Cruel, Inhuman or Degrading Treatment or Punishment;

Compte tenu des ressources limitées disponibles, l’UE devra concentrer ses moyens de cofinancement au titre du budget RTE sur les tronçons transfrontaliers critiques et les autres principaux goulets d’étranglement des projets prioritaires. En outre, les États membres devraient optimiser l’utilisation des Fonds structurels et de cohésion pour soutenir le financement d’infrastructures de transport. Les fonds de l’UE se concentreront sur les projets qui offrent la plus grande valeur ajoutée à l’Europe et pour lesquels une collaboration active avec les autorités nationales et d’autres bailleurs de fonds est garantie. Des actions visant à assurer l’interopérabilité et des études de faisabilité de grande ampleur seront financées dans toute l’Union. Le programme Marco Polo, doté d’un budget de 450 millions d’euros jusqu’en 2013, contribuera directement à offrir aux opérateurs de transport des solutions de rechange exploitant d’autres modes de transport sur les axes saturés.
Considering the limited resources available, the EU will need to focus its co-financing from the TENs budget on the critical border crossing sections and the other main bottlenecks on the priority projects. Moreover, Member States should optimise the use of the EU Structural and Cohesion Funds to support the financing of transport infrastructure. EU funds will be concentrated on those projects which offer the greatest added value for Europe and where active collaboration with national and other financing organisations is guaranteed. Interoperability actions and major feasibility studies shall be financed throughout the Union. The Marco Polo programme, with a budget of € 450 million until 2013, will contribute directly to offering alternatives in other modes of transport to operators on congested roads.

se réjouit que les modifications de la Constitution adoptées permettent enfin l'institution d'un médiateur et invite instamment le gouvernement à élaborer une loi en la matière permettant la désignation d'une personnalité largement respectée à ce nouveau poste, selon une procédure démocratique, et le parlement à l'adopter; salue la proposition relative à la mise en place d'une institution nationale des droits de l'homme et demande à l'assemblée nationale turque de consulter la société civile afin d'offrir à cette nouvelle instance les garanties d'indépendance voulues, conformément aux «principes de Paris»;
Welcomes the fact that the constitutional amendments adopted finally provide a basis for establishing the institution of ombudsman, and urges the Government to prepare, and the Parliament to adopt, legislation providing for a democratic appointment procedure to bring a broadly respected figure into this new office; welcomes the proposed establishment of a national Human Rights Institution and asks the Turkish National Assembly to consult civil society and to give sufficient guarantees of the new body’s independence in accordance with the ‘Paris Principles’;

Underlines the role of the Turkish Grand National Assembly as the institution which ought to make a crucial contribution to strengthening a system of checks and balances, and to support the modernisation reforms actively and constructively, on the basis of cross-party commitment, whilst ensuring that the Government’s policies are subject to democratic scrutiny;

se déclare toutefois préoccupé par l'interprétation, par la cour suprême, du code de procédure pénale, qui étend la période de détention préventive à 10 ans, en violation flagrante des normes européennes dans ce domaine; demande à la grande assemblée nationale de Turquie de modifier la loi concernée conformément à la jurisprudence de la Cour européenne des droits de l'homme; rappelle également l'obligation, pour la Turquie, de se conformer strictement à ses obligations en vertu de l'article 6 de la Convention européenne des droits de l'homme relatif au droit à un procès équitable dans un délai raisonnable, notamment en dotant son système judiciaire de cours d'appel tout en renforçant la capacité de ses cours suprêmes;
Is concerned, however, by the Turkish Supreme Court’s interpretation of the Code of Criminal Procedure extending the pre-trial detention period to 10 years in clear violation of European standards in this respect; calls on the Turkish Grand National Assembly to amend the relevant law in accordance with the case law of the European Court of Human Rights; also draws attention to Turkey’s obligation to comply strictly with its commitment under Article 6 ECHR on a fair trial within reasonable time, notably by creating courts of appeal in its legal system and reinforcing the capacity of its supreme courts;

The elections for the Grand National Assembly were held in full respect of democratic standards and of the rule of law.
