TRADUCTIONS EN CONTEXTE

Ø La Commission soutiendra la mise en œuvre de grands projets d'infrastructures, notamment les projets d'intérêt commun, en utilisant les moyens financiers disponibles, tels que le Mécanisme pour l'interconnexion en Europe, les Fonds structurels et d'investissement européens et le futur Fonds européen pour les investissements stratégiques, afin de mobiliser les moyens de financement privés et publics nécessaires.
Ø The Commission will support the implementation of major infrastructure projects, particularly the Projects of Common Interest, through the available financial means, e.g. the Connecting Europe Facility, the European Structural and Investment Funds and the future European Fund for Strategic Investments to leverage the necessary private and public funding.

Principales mesures de suivi Intensifier les efforts pour atteindre les objectifs du partenariat UE-Afrique 2020 en matière d'énergie, à savoir un approvisionnement fiable et sûr et un plus large accès à des services énergétiques durables, comme convenu par les ministres de l'UE et africains à Vienne en septembre 2010. Entreprendre des actions au niveau régional dans les pays en développement, notamment en Afrique, pour réformer les cadres juridiques et réglementaires en vue de créer des conditions de marché qui incitent le secteur privé à investir et favorisent les échanges régionaux d'énergie. Mobiliser davantage de moyens, au titre de l'aide au développement de l'UE, pour concrétiser des projets d'investissement tant à petite échelle, afin de donner un plus large accès à des services énergétiques en zone rurale, qu'à plus grande échelle, afin d'améliorer la compétitivité et la sécurité énergétiques par des interconnexions et de grands projets de production. Intégrer l'énergie dans tous les instruments de la politique de développement de l'UE et adapter les régimes d'aides et instruments de financement aux besoins particuliers du secteur en privilégiant le développement des capacités et le transfert de technologies, y compris par la recherche et l'innovation, en encourageant la production décentralisée d'énergie à partir de sources renouvelables, en promouvant les initiatives privées et en maximisant la valeur ajoutée locale. Faciliter l'accès des pays les moins développés au financement de la lutte contre le changement climatique, notamment en contribuant, dans le cadre des négociations relatives à la convention-cadre des Nations unies sur les changements climatiques (UNFCCC), à la définition d'un nouveau mécanisme pour un développement propre, plus adapté aux besoins en matière d'accès à l'énergie et de développement durable. |

Promouvoir la viabilité et le fonctionnement continu des infrastructures pétrolières et gazières existant à l'est et soutenir la modernisation du réseau ukrainien de transport de gaz d'ici à 2020. Développer une coopération tripartite, au niveau politique et administratif, avec la Russie et l'Ukraine afin de garantir un approvisionnement en gaz stable et ininterrompu par le corridor Est. Promouvoir la coopération avec les pays du sud de la Méditerranée sur des projets d'énergie renouvelable, notamment dans le cadre du plan solaire méditerranéen, en lançant des projet pilotes de centrales solaires en 2011-2012. |

4. La Commission peut, si elle le juge utile pour l'évaluation des grands projets, inviter la BEI à analyser la qualité technique de ces projets et leur viabilité économique et financière, notamment eu égard aux instruments relevant de l'ingénierie financière à mettre en œuvre ou à développer.
