This [INSTRUMENT] constitutes a development of the provisions of the Schengen acquis in which the United Kingdom does not take part, in accordance with Council Decision 2000/365/EC of 29 May 2000 concerning the request of the United Kingdom of Great Britain and Northern Ireland to take part in some of the provisions of the Schengen acquis*; the United Kingdom is therefore not taking part in its adoption and is not bound by it or subject to its application.

TRADUCTIONS EN CONTEXTE

1. rappelle l'adoption de sa résolution du 20 janvier 2011 sur une politique européenne durable dans le Grand Nord et se félicite de la communication commune de la Commission et de la haute représentante de l'Union pour les affaires étrangères et la politique de sécurité du 26 juin 2012; réaffirme sa position selon laquelle, dès lors que trois États membres de l'UE - Danemark, Finlande et Suède - sont des États arctiques, tandis que la Norvège et l'Islande font partie de l'EEE et de l'espace Schengen, l'UE a un intérêt légitime, du fait de ses droits et obligations en droit international, de son engagement en faveur de politiques relatives à l'environnement, au climat ou à d'autres domaines, de son financement, de ses activités de recherche et de ses intérêts économiques, notamment pour le transport maritime et la mise en valeur des ressources naturelles; rappelle en outre que l'Union comporte de vastes territoires arctiques en Finlande et en Suède, qui sont habités par le seul groupe de population autochtone dans l'Union européenne, les Sames;
1. Recalls the adoption of its resolution of 20 January 2011 on a sustainable EU policy for the High North, and welcomes the joint communication of the Commission and of the High Representative of the Union for Foreign Affairs and Security Policy of 26 June 2012; reaffirms its position that, with three EU Member States – Denmark, Finland and Sweden – being Arctic states, while Norway and Iceland are part of the EEA and Schengen, the EU has a legitimate interest by virtue of its rights and obligations under international law, its commitment to environmental, climate and other policies and its funding, research activities and economic interests, including shipping and the development of natural resources; recalls, moreover, that the EU has large Arctic land areas in Finland and Sweden that are inhabited by the only indigenous population group in the EU, the Sami;

– (ES) Le rapport parlementaire sur le Grand Nord, adopté aujourd’hui, constitue une étape importante dans l’établissement de lignes directrices pour une politique européenne dans la région arctique.

33. estime qu'il est positif que l'Islande participe au Conseil nordique, au Conseil des États de la mer Baltique (CEMB), ainsi qu'à la politique de la dimension nordique de l'Union, au Conseil euro-arctique de Barents, au conseil de l'Arctique et à la coopération nordique-baltique (NB8); estime que l'adoption d'une résolution sur une politique islandaise du «Grand Nord», adoptée par l'Althingi en mars 2011, a renforcé la détermination de l'Islande à jouer un rôle actif dans la région arctique en général;
33. Regards positively Iceland's participation in the Nordic Council, in the Council of the Baltic Sea States (CBSS) as well as in the Northern Dimension Policy, the Barents Euro-Arctic Council, the Arctic Council and the Nordic-Baltic co-operation (NB8); considers that the adoption of a Resolution on an Icelandic ‘High North Policy’, adopted by the Althingi in March 2011, reinforced Iceland's commitment to play an active part in the Arctic region in general;

Je voudrais également faire une autre remarque. Je suis membre de la délégation pour les relations avec le Canada, et nous pourrions également adopter une approche collégiale avec le Canada et des pays qui ont une vue similaire afin de garantir un traitement équitable pour le Grand Nord, et en particulier pour les populations autochtones.
One other point I would make is this: I am a member of the Delegation for relations with Canada, and we could also establish a collegial approach with Canada and like-minded countries to ensure fair play for the High North, and particularly the indigenous people.

Conformément à la décision 2000/365/CE du Conseil du 29 mai 2000 relative à la demande du Royaume-Uni de Grande-Bretagne et d’Irlande du Nord de participer à certaines dispositions de l’acquis de Schengen , le Royaume-Uni n’a pas pris part à l’adoption du règlement (CE) no 767/2008 et n’est donc pas lié par celui-ci ni soumis à son application, dans la mesure où il développe les dispositions de l’acquis de Schengen.
In accordance with Council Decision 2000/365/EC of 29 May 2000 concerning the request of the United Kingdom of Great Britain and Northern Ireland to take part in some of the provisions of the Schengen acquis , the United Kingdom has not taken part in the adoption of Regulation (EC) No 767/2008 and is not bound by it or subject to its application as it constitutes a development of provisions of the Schengen acquis.

2. À compter de la date d'adoption de la présente décision, le Royaume-Uni de Grande-Bretagne et d'Irlande du Nord est réputé avoir notifié irrévocablement au président du Conseil, conformément à l'article 5 du protocole Schengen, qu'il souhaite participer à toutes les propositions et initiatives fondées sur l'acquis de Schengen visé à l'article 1er.
2. From the date of adoption of this Decision the United Kingdom of Great Britain and Northern Ireland shall be deemed irrevocably to have notified the President of the Council under Article 5 of the Schengen Protocol that it wishes to take part in all proposals and initiatives which build upon the Schengen acquis referred to in Article 1.
