The applicants allege that the defendant sent letters to the Netherlands Government about a pending investigation conducted by the European Anti-Fraud Office (OLAF), in respect of which no (final) report has yet been produced, but which expressly name the applicants and which indicate, or at least very strongly suggest, that the applicants are involved in irregularities in the context of the management of the 9th European Development Fund project, and accordingly, on the basis of that allegation, decided that the implementation of the 10th European Development Fund for the projects on the former Netherlands Antilles could not be assigned to the applicants.

As regards the Instrument for Pre-accession Assistance (IPA) for Iceland, given the purpose of this instrument and the government’s decision on the accession negotiations, the Commission has suspended preparatory work on IPA II. The Commission will not sign any new contracts under IPA I. As concerns projects for which contracts have already been signed, the Commission is undertaking a project-by-project assessment together with the Icelandic authorities in order for the Commission to determine which projects would be continued.

Question No. 71 Mr. Joe Preston: With regard to the government fuel taxes: (a) what formula, if any at all, does the government plan to use for sharing the fuel taxes; (b) if such formula is employed, how many cents per litre of fuel taxes collected would flow directly to municipalities; and (c) does the government plan to set aside any funds for distribution and, if any (i) what would be their amounts, (ii) how would they be allocated among Canada’s municipalities, (iii) when would the money be allocated?

In other words, the parliamentary secretary is trying to tell us that oil and gas companies were asking the government to do this as slowly as possible, that these companies, which are responsible for hundreds of thousands of jobs in our economy, asked the government to please let them consult over three years about whether they would ever get the tax equity with other corporations and that it should please take five years after that to implement it.

If such evidence can be given, the Danish Government would favour a recommendation setting up non-binding contract law principles which the Member States are encouraged to observe in their legislation as well as a recommendation or regulation containing contract rules by which the parties can agree to let their contract be governed.

If government wasn't there to redistribute these funds or to have policies in place that would assist regions of high unemployment and seasonal industries, would areas that actually pay into the fund, employers and employees from prosperous areas, be as willing to follow this course of action, or would they be demanding in a situation where government wasn't involved that their rate should go down dramatically, both in the employer and employee areas, and that the regions would have to fare for themselves?

I find it ironic in light of that fact that the Parliamentary Secretary to the Minister of Justice rose in her place about an hour ago in questions and comments following her speech and said that she or her government would be willing to look at amendments to the newly announced changes to the young offenders legislation.
