Welcomes the fact that some in the business sector used the UN Rio+20 summit to advocate a new global convention on corporate responsibility within the UN system; believes that although such a convention is probably some years away, the EU should constructively engage in the debate; believes, nevertheless, that such discussions must not distract policy-makers in business and government from proceeding with the implementation of existing CSR instruments as a matter of urgency; draws attention to the fact that there are different models for how new forms of global governance in relation to CSR might emerge in addition to the UN system, for example by promoting the growth of the OECD Guidelines among non-members or through a free-standing initiative by like-minded governments; calls for the EU, the Commission and the Member States to develop and advocate specific proposals for a concrete and verifiable business contribution to be agreed as part of the proposed UN sustainable development goals post-2015;

F. whereas for the first time in decades, acts such as the halt of unpopular and potentially environmentally and socially disruptive power projects as the Myitsone hydropower dam and the coal power station near Dawei show a genuine interest of the government for people’s concerns, and give hope as to the seriousness of its intentions to combat poverty, promote rural development, enact a land reform and introduce a universal health insurance system;

Stresses the importance for the stability of the European economy of making certain that the economic governance reforms are implemented in an effective way; welcomes the reinforcement of DG ECFIN made so far in order to enable national economies to be monitored more closely, but underlines that this DG might need to be further strengthened so as to enable it to cope with the expanded and new responsibilities included in the reform package;

That the Committee recommend to the government, in view of the serious crisis in the forestry and manufacturing sectors and thirteen years of inaction by the previous Liberal government, under whose leadership we probably still would not have a softwood lumber agreement, that it implement without delay an assistance plan for the forestry and manufacturing sectors, and that the adoption of this motion be reported to the House at the earliest opportunity.
