6. condamne fermement les derniers attentats en date du groupe État islamique et exprime ses plus sincères condoléances aux familles des victimes; rappelle que le groupe État islamique et d'autres organisations terroristes se nourrissent du terreau du chaos et du désordre, et est convaincu qu'ils feront tout ce qui est en leur pouvoir pour empêcher la formation du gouvernement d'union nationale; est d'avis qu'un gouvernement ouvert et respectueux de l'état de droit qui pourvoit aux besoins de ses citoyens est le meilleur moyen d'endiguer la radicalisation et, en définitive, de lutter contre le terrorisme;
6. Strongly condemns the latest terrorist attacks by ISIS/Daesh and expresses its deep sympathy and condolences to the families of the victims; reiterates that ISIS/Daesh and other terrorist organisations thrive on chaos and disorder and is convinced that they will do everything in their power to undermine the formation of a national government; believes that an inclusive government upholding the rule of law and providing for the needs of its citizens is the best way to halt the spread of radical sentiments and ultimately the best way to counter terrorism;

13. prie instamment l'Union européenne et les États membres de remédier au problème de transparence du commerce de toutes les ressources naturelles, y compris le pétrole, et notamment de mettre pleinement en œuvre et de contrôler la législation existante sur la présentation de rapports par pays; demande aux autorités angolaises et aux entreprises étrangères de contribuer au renforcement de la gouvernance dans le secteur des industries d'extraction en respectant l'initiative en faveur de la transparence dans les industries extractives, et de revoir la mise en œuvre du processus de Kimberley; invite en outre le gouvernement angolais à présenter un plan visant à adhérer au partenariat pour un gouvernement ouvert et à définir un plan concret pour lutter contre la corruption, améliorer la transparence et renforcer la responsabilité du secteur public;
13. Urges the EU and the Member States to address the transparency of trade in all natural resources, including oil, and notably to fully implement and monitor the existing legislation on country-by-country reporting ; calls on the Angolan authorities and foreign companies to help strengthen governance in the extractive sector by abiding by the Extractive Industries Transparency Initiative and to review the implementation of the Kimberley Process; further calls on the Angolan Government to submit a plan to join the Open Government Partnership and henceforth to lay out a concrete plan to fight corruption, increase transparency and enhance public accountability;

11. note, à cet égard, que l'Union doit donner l'exemple; insiste pour que l'Union européenne et ses États membres s'engagent activement dans les initiatives internationales destinées à renforcer la transparence budgétaire, comme le partenariat pour un gouvernement ouvert, l'initiative sur le budget ouvert et l'initiative internationale pour la transparence de l'aide, de manière à favoriser un tel engagement des pays partenaires comme des impératifs des normes internationales relatives aux droits de l'homme;
11. Notes, in this regard, that the EU must lead by example; insists that the EU and its Member States should actively engage in international initiatives for greater budget transparency, such as the Open Government Partnership, the Open Budget Initiative and the International Aid Transparency Initiative, so as to promote such engagement from partner countries as imperatives of international human rights standards;

Elle est fermement convaincue qu'un gouvernement d'unité nationale est essentiel pour une plus grande stabilité du pays et elle invite tous les groupes politiques à continuer de coopérer en vue de la formation, dans les plus brefs délais, d'un tel gouvernement ouvert à la participation de tous.
It firmly believes that a government of national unity is essential to enhance the stability of the country and encourages all political groupings to continue working together towards the formation of such an inclusive government as soon as possible.
