La participation au programme est ouverte non seulement aux États membres mais aussi aux pays de l’Association européenne de libre-échange (AELE) membres de l’Espace économique européen (EEE) (Islande, Liechtenstein et Norvège), à la Confédération suisse ainsi qu’aux pays candidats à l’adhésion à l’Union européenne et aux pays candidats potentiels des Balkans occidentaux conformément aux règles et accords gouvernant leur participation aux programmes communautaires.
Participation in the programme is open not just to the Member States, but also to the EFTA (European Free Trade Association) countries that are members of the European Economic Area (Iceland, Liechtenstein and Norway), to the Swiss Confederation and to the EU candidate and potential candidate countries of the western Balkans in accordance with the rules and agreements governing their participation in Community programmes.

La Commission considère que la participation des autorités locales dans la définition et la réalisation des objectifs établis dans les programmes opérationnels est d’importance majeure, mais elle souligne que les autorités nationales et régionales doivent définir les modalités et les conditions qui devraient gouverner cette participation et qui assurent, entre autres, le respect du principe de bonne et saine gestion financière des actions cofinancées au titre des Fonds structurels.
The Commission believes that it is extremely important that the local authorities be involved in defining and meeting the objectives established in the operational programmes, but it would point out that the national and regional authorities must define the methods and the conditions that should govern such involvement and that guarantee that principles such as the good, sound financial management of actions cofinanced under the Structural Funds are upheld.

13. Calls for an interinstitutional agreement laying down rules governing the participation of Community institutions in all steps of the open method of co-ordination (formulation of objectives, definition of indicators, consultations on the report), including rules on access to documents, participation in meetings and the procedure for moving from the open method of co-ordination to the Community approach.

Sur la base de ces instruments, qui définiront les principes généraux gouvernant la participation aux programmes existants et futurs, la Commission et les autorités compétentes des pays candidats négocieront les conditions de participation à chaque programme.
On the basis of these instruments which establish the general principles for participation in existing and future programmes, the Commission and the competent authorities of the candidate countries will negotiate the terms and conditions for participation in individual programmes.
